4:27 p.m. Also present: City Attorney Kaur, Assistant City Attorney Matt  
Thomas, City Clerk Jacqueline Beaudry, and Director of Operations  
Sara Higgins who recorded the minutes.

Motion to approve the agenda by Councilmember Watson, seconded by  
Councilmember Eyer. Approved.

Petition Gathering Process Discussion  
Discussion for proposed resolutions: 1) petition signature process and 2)  
Councilmember term start date. Assistant City Attorney Matt Thomas  
and City Clerk Jacqueline Beaudry discussed options.  
1. Motion to place resolution on June 15, 2026 Council agenda to move  
forward with state recommendations by Councilmember Eyer, seconded  
by Councilmember Waton. All in favor; approved.  
2. Motion to place resolution for term date to start first Monday in  
December on June 15, 2026 Council agenda by Councilmember  
Watson, seconded by Councilmember Eyer. All in favor; approved.

City Attorney Updates (Atleen Kaur)  
Proposed resolution to amend Council Rules to include statement that  
meetings shall not continue after 11 p.m. will be included on next  
Council Administration Committee agenda. Internal communications  
need to occur.
