If calendar update item is approved, the Tuesday, April 28, 2026 ORC  
meeting would be converted to a Work Session along with all future 2026  
ORC meetings. The Tuesday, April 28 meeting would focus on the Hub  
Category implementation approach.  
New Planning Commissioner, Sarah Bassiouni was approved for  
appointment last night by City Council and has participated in an  
orientation with Planning staff and the City Attorney's office.  
Commissioner Bassiouni invited to do a self-introduction.

rezone two residential parcels totaling 0.28 acres from R1D  
(Single-Family Residential) to R2A (Two-Family Residential). Both lots  
are currently vacant. The applicant wishes to build two principal dwelling  
units per parcel. Ward 5.  
700 North Main Street Rezoning and Area Plan (REZ26-0002) – An  
application to rezone a 52,000-square foot parcel from R4C  
(Multiple-Family Dwelling) to R4E (Multiple-Family Dwelling) With  
Conditions to enable future development of a 6-story residential building  
with 64 apartments. The offered condition is a 75-foot maximum height  
limit. Ward 1.  
3785 Varsity Drive Rezoning and Area Plan (REZ25-0007) – A rezoning  
request for City Council from M1 (Limited Industrial) to C2B (Business  
Service District). The area plan for a vacant 1.2-acre parcel proposes the  
construction of 50 one-bedroom apartments across two buildings. The  
site has floodway and floodplain on the southern portion of the site. Ward

Planner Mariana Melin-Corcoran presented the staff report.  
PUBLIC HEARING:  
Adam Goodman, 400 Virginia Avenue, requested a small amendment to  
allow a higher class of bicycle parking while noting that Class A serves a  
different purpose and should remain distinct from Class B and C.  
Alex Lowe, 2532 Pittsfield Boulevard, expressed agreement with the  
previous caller that Class B is an improvement over Class C and that  
Class A serves a separate use case.

that:  
The Ann Arbor City Planning Commission hereby recommends that

required parking tables and to make the design of bicycle parking  
facilities more user-friendly as proposed in the attached ordinance.

A second amendment to the motion was moved by Commissioner  
Norton seconded by Commissioner Lee that:  
Staff are directed to update language in section 5.19.2.A.7 to  
differentiate electric vehicle and bicycle parking requirements.  
On a voice vote the vote carried unanimously with the Chair  
declaring the motion carried.  
Moved by Commissioner Mills seconded by Councilmember Disch  
that:  
The Ann Arbor City Planning Commission hereby recommends that  
the Mayor and City Council approve amendments to Chapter 55,  
Unified Development Code, Section 5.19 to simplify and update the

Developments - A proposal to amend Section 5.18.4 Exceptions to Height  
Limits and Section 5.37.2 Specific Definitions, to update the eligibility  
requirements for sustainable developments, provide alternatives for  
compliance, and provide the standards for affordable housing and  
sustainable developments in the exception regulations section, removing  
from the definition section.

PUBLIC HEARING:  
Adam Goodman, 400 Virginia Avenue, changes do not appear urgent  
and seems consistent with the current interpretation, which has been  
working well, and offering both affordability and sustainability bonuses  
could be beneficial.  
Adam Jaskiewicz, 1430 Las Vegas Drive, expressed agreement for the  
previous public comment and suggested allowing bonuses to be  
combined to support greater density.

incentives should be considered separately and the incentives should be  
viewed as an exchange rather than a giveaway.

COMMISSION PROPOSED BUSINESS  
Commissioner Bassiouni noted it's not urgent, but additional background  
on figures like the 300' standard in the UDC would be helpful if time  
allows.  
Chair Wyche requested that development descriptions accompanying  
community participation postcards shared on the planning website  
include STREAM IDs to improve navigating to this information.  
Commissioner Lee noted upcoming MDOT meetings and drop in  
sessions are scheduled for the reconstruction of North Main Street, from  
Huron Street up to the M-14 ramps.
