Class C Quota License Update
City staff provided an update regarding the status of two Class C quota
liquor licenses that were recommended for approval as part of the 2022
process, noting that the licensees have not yet activated the licenses:
Jibarito A2, LLC at 309 S. Main Street
A2WINEMAN, LLC at 504-512 S. Main Street
City Staff stated the approvals with the Michigan Liquor Control
Commission had expired or were soon expiring and it does not appear
that either business is going to be able to use the license. Staff
recommended a Resolution from City Council rescinding approval of the
previous resolution that recommended issuance of the licenses.
Full-Year Class C Quota Liquor License in the City of Ann Arbor to
Jibarito A2, LLC
A motion was made by Councilmember Radina, seconded by
Councilmember Akmon, that the Resolution be recommended for
approval to the City Council by 3/2/2026. On a voice vote, the Chair
declared the motion carried.
Full-Year Class C Quota Liquor Licenses in the City of Ann Arbor to
A2WINEMAN, LLC
A motion was made by Councilmember Watson, seconded by
Councilmember Akmon, that the Resolution be recommended for
approval to the City Council by 3/2/2026. On a voice vote, the Chair
declared the motion carried.

Annual Liquor License Renewal Process
Deputy Clerk Rachel Rickinger provided an update on the status of the
City's annual liquor license renewal process. Rickinger reported that all
delinquent taxes had been paid or were in a scheduled payment plan
and the City Treasurer was no longer objecting to any renewals.
Rickinger introduced Zachary Whalen from the City Clerk's Office to the
Committee.
