order at 4:16 p.m. Also present: City Administrator Dohoney, City  
Attorney Kaur, and Sara Higgins who recorded the minutes.  
Councilmember Watson arrived at 4:18 p.m.

Motion to go into Closed Session by Councilmember Eyer, seconded by  
Councilmember Watson. Approved. The Committee entered Closed  
Session at 4:50 p.m.  
Motion to return to Open Session by Councilmember Briggs, seconded  
by Councilmember Watson.  
Roll Call: Mayor Taylor and Councilmembers Briggs and Watson.
