APPROVAL OF AGENDA  
A motion was made by Garber, seconded by Winkler that the  
agenda be Approved as presented. On a voice vote, the Chair  
declared the motion carried.  
APPROVAL OF MINUTES  
A motion was made by Winkler seconded by Garber, that the  
Minutes be Approved with changes by the Commission and  
forwarded to the City Council and should be returned by 2/19/2026.  
On a voice vote, the Chair declared the motion carried.  
INTERNAL BUSINESS  
Follow Up on Ongoing HRC Work  
Fair Housing Center – The Containment Discussion: L. Stambaugh  
reported that at the last commission meeting, she shared that she and  
other commissioners attended the 12th Annual Fair Housing Breakfast  
hosted by the Fair Housing Center of Southeast & Mid Michigan. L.  
Stambaugh shared that Michelle Adams, the author of the book The  
Containment, presented at the event and L. Stambaugh has been  
reading her book. L. Stambaugh encouraged commissioners to read the  
book.  
Housing Commission Discussion: L. Stambaugh reported that at the last  
commission meeting, the commission had a presentation from the Ann  
Arbor Housing Commission. L. Stambaugh shared that the presentation  
was very helpful and informative. A thank you note was sent to the  
presenters from the commission chair. L. Stambaugh shared that she  
has access to the PowerPoint presentation and will share it with the entire  
commission.  
Community Re-entry Coalition Discussion: L. Stambaugh reported that  
she and Commissioner Meadows have been attending the Community  
Reentry Coalition meetings.L. Stambaugh shared that the programs offer  
by members of this coalition to help those who have been imprisoned  
find housing, jobs, etc. L. Stambaugh reminded commissioners of the  
Fair Chance Access to Housing Ordinance that was passed by the City. A  
newsletter from the Community Re-entry Coalition is distributed quarterly  
and will include the commissions Fair Access to Housing Flyer. A copy of  
the flyer has been distributed to commissioners and is also published on  
the commissions City website.  
Complaints: J. Garber reported the commission received three new  
complaints since the last meeting. Currently all three new complaints are  
under review.  
AAPD Meeting: L. Stambaugh reported that a meeting with Ann Arbor  
Police Chief was held. There is an upcoming meeting with Chief  
Anderson next month. More information and details to come. L.  
Stambaugh shared that a resource guide from AAPD has started to be  
distributed. The guide includes resources for housing, food, mental  
health resources, and more. J. Garber shared that the AAPD also has a  
dashboard system now that breaks down traffic stops and is available for  
the public to view online.  
Strategic Plan Discussion: L. Stambaugh reported that the commission  
has achieved most of the goals from the commissions strategic plan.  
There are only two goals left that still need to be completed but are close  
to being finished. L. Stambaugh also shared that the HRC Google drive  
is almost finished as well.  
Tabling Report and Discussion: Tabled. Discussion will be held at March  
meeting

NEW BUSINESS  
2026 HRC Officer Election  
2026 Officer Election: P. Meadows conducted the 2026 Commission  
Election of Officers. The elected officer positions for 2026 are  
Commission Chair and Commission Vice-Chair.  
A motion was made by Winkler, seconded by Lane that Leslie  
Stambaugh be Approved as the 2026 HRC Chair. On a voice vote,  
the Chair declared the motion carried.  
A motion was made by Winkler, seconded by Lane that Judah  
Garber be Approved as the 2026 HRC Vice-Chair. On a voice vote,  
the Chair declared the motion carried.  
COMMISSION COMMUNICATIONS  
Follow Up on Outside Group Work  
City Council Report: C. Watson reported that at the City Council planning  
session in December, Council received an outline of the City's proposed  
unarmed response program. C. Watson shared that he will send the  
presentation slides to the entire commission. C. Watson reported that  
City Council may create a resolution to outline how much of the proposed  
plan will be approved. C. Watson shared that the City has proposed a  
two-tiered co-response for the program. In addition, this will be a pilot  
program for 1-2 years. Funding for the program is still being discussed by  
City Council and the City. C. Watson also reported that City Council  
passed a resolution this month on reaffirming and expanding the City of  
Ann Arbor policy on civil immigration enforcement and mitigating erratic  
lawless tactics with intentional City efforts. The City Clerk office has  
printed "know your rights" cards available for community members.

Garber moved to adjourn the meeting, seconded by Winkler. The  
meeting was adjourned at 7:54 P.M.
