L. Stambaugh called the meeting to order at 7:00 P.M.

APPROVAL OF AGENDA  
A motion was made by Winkler, seconded by Noell that the agenda  
be Approved as presented. On a voice vote, the Chair declared the  
motion carried.  
APPROVAL OF MINUTES  
A motion was made by Winkler seconded by Garber, that the  
Minutes be Approved with changes by the Commission and  
forwarded to the City Council and should be returned by 3/16/2026.  
On a voice vote, the Chair declared the motion carried.  
INTERNAL BUSINESS  
Follow Up on Ongoing HRC Work  
Community Reentry Coalition Discussion: P. Meadows reported that she  
and Chair Stambaugh have been attending the Community Reentry  
Coalition meetings. A newsletter from the Community Reentry Coalition  
is distributed quarterly and will be shared with the commission. P.  
Meadows shared the “2026 Senior Resource Directory” which was  
distributed at that meeting. The directory was created and distributed by  
Catholic Charities of Washtenaw County. While its title suggests that it is  
primarily for seniors, this resource could be very useful to community  
members of all ages.  
AAPD Meeting: J. Garber shared that the Ann Arbor Police Department  
has added the words “Ann Arbor Police” to its police officer’s uniforms to  
make their identification clear to community members. L. Stambaugh  
reported that a meeting with Ann Arbor Police Chief will be held this  
Friday and asked commissioners to provide her with any specific  
questions they want to add to the agenda for the upcoming meeting.  
Complaints: J. Garber reported the commission received two new  
complaints since the last meeting. Currently there are five complaints  
under review.  
Human Rights Commission Handbook: L. Winkler shared that the  
Human Rights Commission handbook is available and accessible for all  
commissioners. The handbook has been stored in the commission’s  
resource drive and will be kept up-to-date. L. Winkler asked  
commissioners to share their feedback and input about the new  
handbook. The commission discussed ways to improve the handbook for  
current and future commissioners. The Handbook is expected to be a  
valuable resource for the commission.

COMMISSION COMMUNICATIONS  
Follow Up on Outside Group Work  
City Council Report: CM Ghazi-Edwin Council reported t hat City Council  
on February 2, 2026, adopted a resolution declaring non-public areas of  
city property, off-limits to ICE and border control. CM Ghazi-Edwin shared  
that City Council requested that City staff make standardized no  
trespassing signage available for the public. The commission discussed  
ideas to support City Council efforts.  
ADJOURNMENT  
Meadows moved to adjourn the meeting, seconded by Winkler. The  
meeting was adjourned at 7:43 P.M.
