Resolution to Approve the Purchase Order with Hach Company for Filter Backwash Turbidimeters ($81,247.79)

Your approval is requested for a purchase order in the amount of $81,247.79 to be issued to Hach Company for the purchase of 13 filter backwash turbidimeters. Turbidimeters are instruments used to measure turbidity, or the cloudiness of water. Filter backwash turbidimeters are used to determine when a filter has been safely and effectively cleaned before being put back in to service.

The Water Treatment Plant has 13 filter backwash turbidimeters. Components of the existing instruments have begun to fail and the manufacturer no longer makes and does not support the model that the City possesses. Because these instruments are critical to ensuring effective filtration it is critical to have reliable instruments that are supported by the manufacturer and have available replacement parts.

The City did not receive competitive bids for this purchase, as Hach Company is the sole supplier for these specific units. The City has used Hach turbidimeters in this or similar applications since 1977 and they have proven reliable. The Water Treatment Plant has other Hach turbidimeters as part of its process monitoring equipment and has standardized around these units.

Hach Company received Human Rights Contract Compliance Approval on September 28, 2011 and complies with the Living Wage Ordinance.

Funding for this purchase is available in the approved FY12 Operations and Maintenance Budget of the Water Supply Fund.
