Memorandum
Attached is a resolution to authorize a service purchase order with Coach's Catastrophe Cleaning & Restoration Services for cleaning and sanitation services for sanitary sewer backups at single and multi-family dwellings.
 
The City of Ann Arbor contracts basement cleaning and sanitation services after sanitary sewer backups that results from a blockage or a surcharge in city owned and maintained sanitary sewers.  This purchasing agreement will be used when it is determined by Public Services, Field Operations personnel that the backup was due to a blockage or surcharge in a city owned and maintained sanitary sewer. Attached you will find the Public Services policy for extending these services to property owners.
 
The emergency cleaning and sanitation services are offered to protect public health, safety and welfare of the occupants of the affected property and as an effort to promote good customer service.  The offered services will include debris removal.  The offered services will not include repair or restoration to the property.  The offer to provide these services is not an admission of responsibility or liability by the City for the sanitary sewer back-up event.
 
The City advertised for bids on BidNet and Coach's Catastrophe Cleaning & Restoration Services was the lowest responsible bidder.  Two other companies responded to the Invitation to Bid.  Both Jarvis Property Restoration and Kristel Cleaning, Inc., bids were determined to be incomplete as their bid price would not return the area to proper health standards.   
 
Bid on estimated cost of cleaning and sanitizing a 900 sq. ft. carpeted area per bid specification (unit cost):
 Jarvis Property Restoration - $135.00 for cleaning and sanitizing
 Kristel Cleaning, Inc - $135.00 for cleaning and sanitizing only
 Coach's Catastrophe Cleaning & Restoration Services - $926.27 for removal, disposal,
  cleaning and sanitizing, drying
 
Coach's Catastrophe Cleaning & Restoration Services received Contract Compliance approval on September 24, 2011.
 
Sufficient funds have been budgeted in the approved FY12, Public Services Area, Field Operations Unit, Sewage Disposal System operating budget (Fund 0043).

Whereas, The City contracts basement cleaning and sanitation services after sanitary sewer backups that results from blockage or a surcharge in city owned and maintained sanitary sewers;
 
Whereas, The Public Services Field Operations Unit does not have the resources to undertake training and licensing of employees for cleaning and sanitizing areas after a sanitary sewer backup or surcharge;
 
Whereas, The City prepared Invitations to Bid and advertised them on BidNet;
 
Whereas, Coach's Catastrophe Cleaning & Restoration Services is the lowest responsible bidder (Bid No. ITB-4135);
 
Whereas, Coach's Catastrophe Cleaning & Restoration Services, received Contract Compliance approval on September 24, 2011; and
 
Whereas, Funds are available in the FY12, Field Operations, Sewage Disposal System operations & maintenance budget for cleaning and sanitation services;
 
RESOLVED, That City Council accepts the bid of Coach's Catastrophe Cleaning & Restoration Services for cleaning and sanitation services for sanitary sewer backups in single and multi-family dwellings in accordance with Bid No. ITB-4135;
 
RESOLVED, That the City Administrator be directed to enter into a purchasing agreement in accordance with this resolution at a projected cost of approximately $70,000.00 for a three year term ending on October 17, 2014;
 
RESOLVED, That Council authorize the City Administrator to renew the agreement for up to three (3) one (1) year periods if agreeable by both the City and Coach's Catastrophe Cleaning & Restoration Services subject to the annual appropriation of funds; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
