Resolution to Establish a Fee for Medical Marijuana Dispensary Applications
Memorandum
ORD-11-04 establishes a license requirement for medical marijuana dispensaries to the extent they are permitted under the Michigan Medical Marijuana Act. By ordinance, an application for such a license must be submitted to the City and reviewed by various city staff, including but not limited to those from the clerk's office, police, planning, and the attorney's office. To cover staff costs associated with a medical marijuana dispensary application, planning recommends that a $600 application fee be established.  This fee will cover approximately 9 hours of staff time across the units listed above.
 
Approval of this resolution will add the medical marijuana application fee to the City Administration fee schedule, effective immediately.

Body
Whereas, City Council approved ORD-11-04 establishing medical marijuana licenses for medical marijuana dispensaries and outlining an application process for medical marijuana dispensaries;
 
Whereas, A new application fee is necessary to cover the costs of the staff review time; and
 
Whereas, City Council held a public hearing on August 15, 2011 to receive public comments on the proposed new fee;
 
RESOLVED, That a new medical marijuana dispensary application fee of $600.00 be added to the City Administration fee schedule, effective immediately; and
 
RESOLVED, That City Council authorizes the City Administrator to take necessary administrative actions to implement this resolution.
