Memorandum
Attached for your review and action is a resolution to approve a $166,331.50 contract with ABC Paving Company and a $16,633.00 (10%) construction contingency to renovate the tennis courts at West Park.

The tennis courts, constructed in the early 1970’s, need to be replaced because of cracking asphalt, deteriorated fencing, and a failing retaining wall. This project will replace the asphalt, fencing, retaining wall, shuffle board court, entry walk and include repairs to a second existing retaining wall. These tennis courts are some of the more heavily used in the park system. The configuration of the courts will remain the same. The renovation of these tennis courts is noted in the 2011 - 2015 Parks & Recreation Open Space Plan as part of the Parks system infrastructure needs assessment. The Parks Advisory Commission recommended approval of this contract at their June 21, 2011 meeting.

One bid was received in response to ITB 4144:

ABC Paving, Inc. $166,331.50

Staff recommends acceptance of Construction Solution’s bid in the amount of $166,331.50 to renovate the tennis courts at West Park. Although only one bid was received for this project the amount is reasonable when compared with recent tennis court reconstructions that the City has performed. For example, the cost for reconstructing the tennis courts at Veteran’s Memorial Park in the fall of 2010 was $147,055 and this did not include retaining wall work or shuffle board court replacement.

You are also requested to approve a 10% construction contingency to cover potential change orders to be approved by the City Administrator and that $182,964.50 be approved for the life of the project without regard to fiscal year. Funding is available in the approved FY 2011 Park Maintenance and Capital Improvements Millage.
