Memorandum
Attached for your review and action is a resolution to approve a $119,700.00 contract with Construction Solutions, Inc. and a $11,970.00 (10%) construction contingency to renovate locker rooms at Veterans Memorial Park Pool and Ice Arena.

The two heavily used locker rooms that serve both the pool and ice arena are in need of repair and renovation due to heavy use and age. The locker rooms were last renovated 20 years ago. The bathroom fixtures are outdated and function poorly, the flooring does not facilitate use by skaters who use the restrooms, and the lockers are dented and rusted. The renovations include barrier free shower stalls, benches and toilet partitions, energy efficient light fixtures, new windows and an upgraded ventilation system. The renovation of these locker rooms is noted in the 2011 - 2015 Parks & Recreation Open Space Plan as part of the Parks system infrastructure needs assessment. The Parks Advisory Commission recommended approval of this contract at their June 21, 2011 meeting.

The following four bids were received in response to ITB 4158:

Phoenix Contractors $137,500.00
Pranam GlobalTech, Inc $139,000.00
Heaney General Contracting, Inc. $147,769.00

*Lowest Responsible Bid.

Staff recommends acceptance of Construction Solution’s bid in the amount of $119,700.00 to renovate the locker rooms at Veterans Memorial Park.

You are also requested to approve a 10% construction contingency in the amount of $11,970.00 to cover potential change orders to be approved by the City Administrator and that $131,670.00 be approved for the life of the project without regard to fiscal year. Funding is available in the approved FY 2011 Park Maintenance and Capital Improvements Millage.
