Memorandum
We recommend your approval of the attached resolution authorizing Professional Services Agreements with Perimeter Engineering, LLC, for $85,000.00, Midwestern Consulting, LLC, for $85,000.00, and Fishbeck, Thompson, Carr & Huber, Inc. for $85,000.00 for General Engineering, Construction Inspection, and Surveying Services, as needed.
 
The Project Management Services Unit (PMSU) provides a wide array of support and services including: capital improvements project management; private development construction plan review; private development utility and road construction inspection; traffic engineering; civil engineering design; construction inspection; drafting; surveying; infrastructure record maintenance and many other project management tasks. Many of the activities provided or managed by the City of Ann Arbor's PMSU are directly impacted by the financial conditions of the City and the State, the intensity of construction activities, the deterioration of the City's infrastructure and private development in the area and many other variables. These factors often contribute to short and long term fluctuations in demand for our services citywide.
 
In the 2007, we selected three professional engineering consulting firms to provide general engineering and construction inspection services on an as needed basis.  We found that making use of these firms on an ongoing basis over the past four years has permitted us to more effectively utilize our existing work force, while continuing to deliver quality and cost effective engineering and project management services.  
 
The proposed professional services agreements are intended to supplement the support provided by the PMSU's staff during random and seasonal peak demand periods for engineering services.  Their services will only be used when additional support is needed and will not exceed $85,000.00 by vendor. These services provided by these professional services agreements will be paid for within approved project budgets and annual operating budgets.
 
In February 2011, a request for proposal for General Engineering, Construction Inspection, and Surveying Services was issued and proposals from 20 consultants were received on March 22, 2011.  A team of staff members reviewed all of the proposals and narrowed the selection to five consulting firms whose fee quotations were opened and evaluated.  Based on their professional qualifications, past experience with the City and fee quotations, three of the five engineering consulting firms were selected to assist us with our ongoing tasks at this time. All three consultants have received Human Rights approval and their employees assigned to work with the City of Ann Arbor will receive compensation in accordance with the Living Wage Ordinance.

Whereas, The City of Ann Arbor Project Management Services Unit (PMSU) provides support and services including capital improvements project management, private development construction inspections, and civil engineering;
Whereas, The demand for the project management and engineering services fluctuates with time and often creates periods of peak demand for services beyond the current City of Ann Arbor in-house support resources;
Whereas, During periods of peak demand for general engineering and project management services, PMSU resources would be supplemented with additional resources provided by private professional engineering consulting firms;  
 
Whereas, In response to RFP No. 792 for General Engineering, Construction Inspection, and Surveying Services, the City received 20 proposals;
 
Whereas, After all 20 proposals were reviewed, three qualified professional engineering consulting firms were selected to provide cost effective services described by the RFP No. 792;
 
Whereas, The private engineering consulting support will be paid for from available funds in the approved FY12 PMSU's operating budget and pending subsequent annual operating budget appropriations and approved capital budgets as appropriate;
Whereas, Perimeter Engineering, LLC received Human Rights approval on May 2, 2011 and complies with the Living Wage Ordinance;
Whereas, Midwestern Consulting, LLC received Human Rights approval on April 28, 2011 and complies with the Living Wage Ordinance; and
Whereas, Fishbeck, Thompson, Carr & Huber, Inc. received Human Rights approval on April 29, 2011, and complies with the Living Wage Ordinance;
RESOLVED, That the City Council approve the Professional Services Agreement with Perimeter Engineering, LLC in the amount of $85,000.00 for General Civil and Traffic Engineering, and Project Management Services;
 
RESOLVED, That the City Council approve the Professional Services Agreement with Midwestern Consulting, LLC in the amount of $85,000.00 for General Civil and Traffic Engineering, and Project Management Services;
RESOLVED, That the City Council approve the Professional Services Agreement with FISBECK, THOMPSON, CARR & HUBER, LLC in the amount of $85,000.00 for General Civil and Traffic Engineering, and Project Management Services;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreements after approval as to form by the City Attorney and approval as to substance by the City Administrator;
RESOLVED, The City Administrator be authorized to approve amendments to the Professional Services Agreement with Perimeter Engineering, LLC, Midwestern Consulting, LLC, and Fishbeck, Thompson, Carr & Huber, Inc., in the amounts not exceeding $35,000.00 to each consulting firm for General Engineering, Construction Inspection, and Surveying Services; in order to satisfactorily complete the City of Ann Arbor requirements; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
