Memorandum
Your approval is requested for a 48-month extension to the current service agreement with Washtenaw County for Information Technology Management Services.  In July 2009, City Council approved Resolution R09-0674, which authorized the first 23 months of a service agreement with Washtenaw County for a shared Infrastructure Manager.  Under the agreement, three to four City employees responsible for Infrastructure Administration and Support are managed by the County IT manager responsible for the same IT function within Washtenaw County's Information Technology Department.
 
The advantages of this resource sharing arrangement have included a reduced staffing burden for the City and County, and consistence in leadership and management for staff performing similar functions at the City and County - which remains to be particularly important to the success of the future collaboration efforts.
 
On May 2, 2011, City Council approved an InterAgency Agreement for Collaborative Technology and Services with Washtenaw County and AATA (R-11-180).  It is the City's intent to bring all prior agreements with these entities for technology and services under the terms of the InterAgency Agreement.  Under Schedule 4 Washtenaw County will continue to provide an existing County Information Technology Manager to the City to serve as a City Information Technology Manager 50% of their time.  The City will provide this County employee with office space within the City's Information Technology Service Unit, give direction and oversight pertaining to the County manager's role in City IT and provide 50% of the County employee's salary and benefit costs, not to exceed $81,577 annually.  
 
The term for Schedule 4 is 48 months, concluding at the end of FY2015.  Funds to cover the services are planned for and will be budgeted in each fiscal year of the term.  The Schedule includes a provision for termination by either party, for any reason, with a 30-day notice.

Whereas, Washtenaw County and the City of Ann Arbor entered into a Interagency Agreement for Collaborative Technology and Services;
 
Whereas, The City of Ann Arbor and Washtenaw County desire to continue to find opportunities for collaboration;
 
Whereas, The City of Ann Arbor Information Technology Service Unit and the Washtenaw County Information Technology Department have a common need for a manager to oversee Infrastructure Administration and Support services;
 
Whereas, Partnering with Washtenaw County in sharing an existing County Information Technology Manager saves both organizations up to $81,000.00 annually;
 
Whereas, Partnering with Washtenaw County in sharing an existing County Information Technology Manager provides consistency in management and leadership over further Infrastructure Administration and Support collaborations;
 
Whereas, The City of Ann Arbor and Washtenaw County agreed to evenly split the full annual costs for a common Information Technology Infrastructure Support and Administration Manager;
 
Whereas, Provision for these services under the InterAgency Three Year Agreement between the parties is consistent with the goals and objectives of the collaborative and can be appropriately incorporated by a Schedule of Services; and
 
Whereas, Funding for a shared County Information Technology Manager is planned for and budgeted in the FY2012 Information Technology Fund and planned for in the FY2013-FY2015 Information Technology Budgets;
 
RESOLVED, That the City Council approve the continued partnering with Washtenaw County in an IT Management Partnership as proposed and approve Schedule 4 of The Interagency Three Year Agreement for Collaborative Technology and Services with Washtenaw County, as provider, and the City of Ann Arbor, as subscriber, for Shared Infrastructure Manager, not to exceed $326,308.00 for the term of the Schedule; which funds to be expended without regard to fiscal year;
 
RESOLVED, That the Interim City Administrator is authorized and directed to execute Schedule 4 to the Interagency Three Year Agreement for Collaborative Technology and Services after approval as to form by the City Attorney;
 
RESOLVED, That the Interim City Administrator be authorized to take all necessary administrative actions in connection with implementation of the services and this Resolution, including the issuance of a purchase order to Washtenaw County for FY2012 annual service cost in the amount of $81,577.00 to be expended without regard to fiscal year.
