Attached for your review and approval, please find a resolution to approve a professional services agreement for engineering services with AECOM in the amount of $208,984.00 for the Water Distribution Level of Service & Reinvestment Study project.     
 
In August of 2007, AECOM submitted its proposal in response to the City's request for proposal (RFP) listed as "Water Distribution Master Plan, RFP No. 677". As requested by the City, the submitted proposal was divided into two separate components: Primary Component and Level of Service (LOS) Component. AECOM was short-listed along with two other firms for consideration of contract award.
It was determined by the selection team that the work to be accomplished under this RFP would be best performed by two different firms rather than a single proposer.  CDM was selected for the Primary Component while AECOM was selected for the LOS Component.  It was further determined that the work for the Primary Component should proceed ahead of, and actually be completed before the commencement of the Level of Service (LOS) Component.  The Primary Component was completed by CDM in May, 2010.  The final scope of work for the Level of Service (LOS) Component was then subsequently completed.
 
The purpose of this work is to determine what the sustainable level of service (LOS) for the City of Ann Arbor water distribution system should be and to also quantify the associated level of reinvestment in the system.  Fundamentally, this will help the City during its capital planning by providing what level of investment the City should be making in the replacement/rehabilitation of our water distribution system and what water mains should be replaced first.
 
The selection team chose AECOM for this project based on their proposal, project organization, past experience, project staff, and their competitive fee schedule.
 
The proposed agreement between AECOM and the City of Ann Arbor includes all the required engineering services to perform the study.  Funding for this project is available in the approved FY11 Water System Capital Budget.
 
AECOM received Human Rights approval on April 13, 2011 and Living Wage approval on April 13, 2011.  All personnel involved with this project will receive a "living" wage.  The form of the agreement with AECOM is the standard professional services agreement drafted by the City Attorney.

Whereas, Professional consulting services are needed in the form of engineering for the Water Distribution Level of Service & Reinvestment Study project;
 
Whereas, It is now necessary to enter into an agreement with AECOM for the engineering services associated with the project;
 
Whereas, Funding for this study is available in the approved FY11 Water System Capital Budget; and
 
Whereas, AECOM received Human Rights approval on April 13, 2011 and Living Wage approval on April 13, 2011;
 
RESOLVED, That Council approve a Professional Services Agreement with AECOM in the amount of $208,984.00 for the Water Distribution Level of Service & Reinvestment, with funds to be available until expended without regard to fiscal year;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the Public Services Administrator and the City Administrator; and
 
RESOLVED, The City Administrator be authorized and directed to take the necessary administrative actions to implement this resolution.
