Memorandum
When the 15th Judicial District Court relocates from the Washtenaw County Courthouse to the Ann Arbor Municipal Center (the “AAMC”) on January 14, 2010, the Court will lose weapons screening services provided in the County Courthouse by the Washtenaw County Sheriff.

The Court has determined that it is in the best interests of the administration of justice to provide for the safety of the public, parties to litigation, judges, the magistrate and Court staff by establishing weapons screening at the AAMC public entrance by qualified and experienced court security officers.

The Washtenaw County Sheriff’s Office maintains a staff of trained and experienced Court Security Officers who provide weapons screening services to courts in Washtenaw County.

Consequently the Court requests Council approval for a contract with Washtenaw County to provide Sheriff’s Office Court Security Officers to the Court to perform weapons screening and opening & closing corridor and stairwell checks at the AAMC during Court business hours at a cost of $25.25 per hour per Court Security Officer.

The Sheriff’s Office and the Court estimate that three Court Security Officers will be assigned per day to the Court on staggered schedules to accommodate the ebb and flow of Court business during a typical business day. Because the proposed contract is a “per-hour” contract, the total daily or weekly number of hours worked may be fine-tuned to match visitor volume and reduced Court business hours.

The estimated maximum annual cost is $187,000. Funds for this contract have been included in the Court’s FY11 budget and will be included in the Court’s FY12 budget.
