Attached for your review and approval, please find a resolution approving a professional services agreement for engineering services in the amount of $54,991.00 with Wade Trim, Inc. (WT).     
 
During certain storm events, the area between the west boundary of the Village Oaks Subdivision and the east boundary of the Landsdowne Subdivision near Chaucer Court has experienced extensive backyard flooding and occurrences of basement flooding.  Reports of flooding in this area date back to the 1980's.  A relief sewer was constructed in 1991 to address flooding issues in this area, but flooding problems have persisted.
Working collaboratively with the local residents, a Request for Proposals was issued for engineering services to evaluate the watershed and make recommendations for improvements.  We received proposals from nine consulting engineering firms for the requested study.  A selection committee reviewed the submitted proposals.  The selection committee consisted of staff from the Systems Planning Unit and representatives from the Village Oaks-Chaucer Court neighborhoods. Based on the proposals received, the top four consultant teams were selected for follow-up presentations and interviews.  The selection committee chose WT for this project based on their proposal, project organization, past experience, project staff, and their competitive fee schedule.
The proposed agreement between WT and the City of Ann Arbor includes all the required engineering services to perform the study.  Funding for this project is available in the approved Stormwater capital budget.
 
WT received Human Rights approval on June 2, 2010 and Living Wage approval on April 29, 2010.  All personnel involved with this project will receive a "living" wage.  The form of the agreement with WT is the standard professional services agreement drafted by the City Attorney.

Whereas, Professional consulting services are needed in the form of engineering for the Village Oaks - Chaucer Court Drainage Area Study;
 
Whereas, It is now necessary to enter into an agreement with Wade Trim, Inc. for the engineering services associated with the project;
 
Whereas, Funding for this study is available in the approved Stormwater capital budget; and
 
Whereas, Wade Trim, Inc. received Human Rights approval on June 2, 2010 and Living Wage approval on April 29, 2010;
 
RESOLVED, That Council approve a Professional Services Agreement with Wade Trim, Inc. in the amount of $ 54,991.00 for the Village Oaks - Chaucer Court Drainage Area Study;
RESOLVED, That the City Administrator is authorized to approve amendments to the professional services agreement up to $5,500.00, in order to satisfactorily complete the project.  The funds for these change orders will come from the contingency line item of the established project budget;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the Public Services Administrator and the City Administrator; and
 
RESOLVED, The City Administrator be authorized and directed to take the necessary administrative actions to implement this resolution.
