Resolution to Approve the Collective Bargaining Agreement between the City of Ann Arbor, the 15th District Court and Technical, Professional, & Officeworkers Association of Michigan effective May 18, 2025 - June 30, 2028
Memorandum
Human Resources Services recommends approval of the new Collective Bargaining Agreement between the City of Ann Arbor, The 15th District Court and Technical, Professional, & Officeworkers Association of Michigan.

Highlights of the negotiated agreement include:
1) Representation excludes Judges, Magistrates, Court Administrator, Deputy Court Administrator, Fiscal and Administrative Manager, Supervisors, Judicial Coordinators, temporary and grant funded positions.
2) Retains management flexibility for operations that allow utilizing non-union or TPOAM staff for efficient court operations, but not with intent to replace existing positions.
3) Compensation structure includes:
* Eight (8) Step Wage Table
* Identified compensation increases upon ratification
* 2.0% increases effective July 1, 2025, 2026 and 2027.
* Elimination of longevity pay
4) Parking provisions aligned with non-union employees.
5) Maintenance of current medical, retirement and leave of absence benefits during identified contract period.

City Administration recommends approval of the attached Resolution to approve the May 18, 2025 - June 30, 2028 Collective Bargaining Agreement negotiated between the City, the 15th District Court and Technical, Professional, & Officeworkers Association Of Michigan.

Budget/Fiscal Statement: The costs of this new collective bargaining agreement are within the budget projections for FY 2025, FY 2026 and FY 2027.
