Memorandum

The attached resolution requests approval of the Agreement to Purchase Parking Technology and Related Services with IPS Group, Inc. (the “Agreement”). The term of the agreement is for five years with an option to renew for five additional one-year terms. This solution is a replacement of a current vendor software system and is required to issue parking citations effectively in the field with handheld devices and ticket printers, manage back-office tasks such as the payment of parking citations in Customer Service, report on parking revenue, and issue residential parking permits.

 

The City and University of Michigan have a partnership surrounding parking enforcement that includes joint use of the same parking citation enforcement software. The current agreement with the University of Michigan is being amended to update the costs related to this IPS contract and other parking-related services the City provides, that will be reimbursed to the City.

 

Budget/Fiscal Impact: This contract is estimated to have a total cost of $1,209,442.28 over the life of the contract. Total costs will vary based on the number of citations issued. The year 1 costs associated with this addendum are budgeted in the FY24 Police Department budget and shall be budgeted for each contract year through FY29.

 

The City qualifies to participate in the Cooperative Omnia Contract #05-81. Omnia bids on behalf of eligible agencies, including local governments. The Omnia contract provides large volume bid prices on a variety of technology under bid policies and procedures for product and vendor selection which comply with state bidding laws. All items and vendors are awarded through a sealed bid process by Omnia. Product selection criteria include: specifications, price, and product quality. IPS Group, Inc. is an Omnia qualified vendor.

 

IPS Group, Inc. complies with the requirements of the City’s non-discrimination and living wage ordinances.

Whereas, The City of Ann Arbor requires that efficient and interoperable technology be maintained for public safety and government agencies, allowing for the effective delivery of City services;

 

Whereas, IPS Group, Inc. is part of the Omnia Cooperative and has been selected as the vendor to replace the current parking enforcement system;

 

Whereas, IPS Group, Inc. complies with the requirements of the City’s non-discrimination and living wage ordinances; and

 

Whereas, This purchase is budgeted in the FY24 Police Department budget and will be budgeted for the future fiscal years in accordance with the five-year Agreement;

 

RESOLVED, That City Council approve the Agreement with IPS for an estimated total contract amount of $1,209,442.28 for the purchase of a parking enforcement solution to be used by all Community Standards Officers;

 

RESOLVED, That City Council approve a ten percent (10%) contingency in the amount of $120,944; subject to City Administrator approval;

 

RESOLVED, That the amounts authorized herein may be used without regard to fiscal year; and

 

RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution including execution of any amendments that do not exceed the amounts authorized herein.
