Resolution to Approve a Cost Allocation Agreement with the Regents of the University of Michigan for the East Medical Center Drive Bridge Rehabilitation and Widening Project
Memorandum
Attached for your review and consideration for approval, please find a resolution to authorize a cost sharing agreement between the City of Ann Arbor ("City") and the Regents of the University of Michigan ("University") for the East Medical Center Drive Rehabilitation and Widening Project, which will extend from Cancer Center Drive to Fuller Road. The agreement identifies each party's responsibilities and cost allocation for the project.
A more detailed project summary, background, and scope information can be found in Exhibit A to the Agreement (attached).

The project includes the following elements (funding sources in parenthesis):
* Rehabilitation of the bridge (50% Street, Bridge, and Sidewalk Millage; 50% University)
* Widening of the bridge (100% University)
* Widening East Medical Center Drive to the south of West Medical Center Drive on University property (100% University)

The construction of the project is scheduled over two years:

* Stages 1 to 4: March 1- December 1, 2024; bridge rehabilitation and widening, related road work, utility relocation including all electrical and lighting work, cold milling, resurfacing, pavement marking and signing. The bridge is scheduled to be fully open to traffic by December 1, 2024.

* Stage 5: May - July 2025; Final restoration and epoxy overlay on the bridge.

Exhibit B provides a detailed breakdown of the total project costs associated with the features of work and the allocation of those costs.

On January 23, 2023, City Council approved R-23-018, approving the professional services agreement with Fishbeck for Project Management and Construction Engineering Services for the project.
