Resolution to Appropriate $346,000.00 in Developer Contributions to Amend the 2023 SCOOT Expansion Project (8 Votes Required)

Attached for your review and consideration, please find a resolution to approve a budget amendment for the construction phase of the SCOOT (Split Cycle Offset Optimization Technique) Expansion Project. The amendment appropriates funds from The Cottages at Barton Green development traffic mitigation to the SCOOT Expansion Project.
As part of development agreement, City received $346,000.00 from The Cottages at Barton Green development toward the cost of future intersection improvements at Pontiac Trail and Barton Drive. The SCOOT Expansion Project will include installation of underground conduits and fiber-optic cable along Barton Drive, from Pontiac Trail and Plymouth Road. The new fiber-optic cable will connect the intersection of Barton Drive and Pontiac Trail to the City’s existing data communication network and allow real-time adaptive traffic signal operations.
Budget/Fiscal Impact: FY 2023 SCOOT Expansion Project construction cost is $1,360,490.00. The City will be receiving approximately $1,274,240.00 in Federal funds for this project. The federal funding will be used to fund participating construction expenses. The City will be funding its share of the construction costs and the design, construction engineering, and material testing costs. Developer contributions will be recognized as project revenue as the project progresses.

Whereas, The FY 2023 SCOOT Expansion Project will expand fiber connectivity and improve arterial traffic operations throughout the City;
Whereas, The City of Ann Arbor will receive Federal funding from the Federal Congestion Mitigation and Air Quality Improvement Program (CMAQ);
Whereas, Local share funding for this project is available in the approved Major Street Fund Capital Budget; and
Whereas, The cost sharing agreement with the Michigan Department of Transportation for the project was previously approved by Council Resolution R-23-373;
RESOLVED, That $346,000.00 of Contributions from Trinitas Construction LLC from the Cottages at Barton Green Development Agreement be Appropriated to the existing 2023 SCOOT Expansion Project; thereby, increasing the project revenue and expenditure budgets; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
