Resolution to Accept and Appropriate a Community Project Funding Grant from the U.S. Department of Housing and Urban Development (HUD) for Enhancing Solar, Battery Storage, and Electric Vehicle Charging at Municipal Facilities ($2,500,000.00) (8 Votes Required)

Memorandum

This resolution seeks City Council acceptance of a Community Project Funding Grant and approval of a Community Project Funding Grant Agreement with the U.S. Department of Housing and Urban Development (HUD) through the Economic Development Initiative to fund the Ann Arbor Office of Sustainability and Innovations with sustainability improvements at municipal facilities and appropriate these funds without regard to City fiscal year.

 

This HUD grant was secured by Representative Dingell’s office for the Ann Arbor Office of Sustainability and Innovations to install more solar, energy storage systems, and electric vehicle chargers to advance the City’s A2ZERO goals.  The improvements identified include one or more of the following at City Hall, Fire Station 6, Fire Station 1, Fire Station 3, Southeast Area Park/Bicentennial Park, and potentially West Park and Veterans Park: Solar installations, energy storage/battery systems; electric vehicle charging, and electrical system upgrades. 

 

Upon notification of this award, the City released a request for proposals for firms to install these systems. Nova Consultants was selected as the firm to undertake this work, in tandem with the construction firm J. Ranck. As such, the City is simultaneously seeking authorization, in a separate resolution, to initiate final design work with Nova Consultants for the solar, energy storage, and EV charging stations. Once designs are finalized, and if accepted, staff will seek authorization to begin construction work with J. Ranck.

 

Budget/Fiscal Impact: No matching funds are required for acceptance of this grant award. To complete this work, the Office of Sustainability and Innovations (OSI) will leverage other funding sources, including DTE incentives and federal Inflation Reduction Act incentives, with these grant funds to maximize the impact.

Whereas, The U.S. Department of Housing and Urban Development (HUD) has awarded the City of Ann Arbor a $2.5 million Economic Development Initiative, Community Project Funding Grant for sustainability improvements at municipal facilities;

 

RESOLVED, That City Council accepts a grant of $2,500,000.00 in HUD Economic Development Initiative-Community Project Funding and appropriates $2,500,000 to the FY24 Major Grants Program Fund with the source of revenue being the Community Project Funding Grant from the US Department of Housing and Urban Development;

 

RESOLVED, That all amounts herein are without regard to fiscal year;

 

RESOLVED, That City Council approves a Community Funding Project Grant Agreement with the Department of Housing and Urban Development for these funds;

 

RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the grant agreement following approval as to form by the City Attorney and as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator is authorized to take all appropriate actions to implement this resolution.
