Resolution to Approve a Subrecipient Agreement with Community Action Network to Lead Community Engagement as Part of the U.S. Department of Energy District Geothermal Grant in the Bryant Neighborhood ($94,000.00)

This subrecipient grant is to fulfill the terms outlined in the City of Ann Arbor's successful proposal to the U.S. Department of Energy to design a district geothermal system in the neighborhood surrounding the Bryant Community Center. Community Action Network is the project's engagement lead and will be responsible for hiring and managing two community engagement specialists to help advance the program, participating in the Steering Committee, leading engagement activities related to the project, supporting geothermal design work, and supporting workforce development roundtables. Note, funds for this project are coming out of the City's budget - all funds are from our successful U.S. DOE grant.
As such, the City is seeking authorization to enter into a subrecipient agreement with Community Action Network and to provide a subaward of funds from the U.S. Department of Energy Geothermal Grant to cover Community Action Networks project-related expenses as outlined in our cooperative agreement.
Budget/Fiscal Impact: All funding is coming from the successful U.S. Department of Energy Geothermal grant, which is detailed in Legistar file 23-1644. The entire project is cost neutral to the City due to the winning of the grant.
