Resolution to Appoint Patrick Maguire as the City of Ann Arbor Interim Police Chief
Memorandum
The attached resolution provides for the appointment of Patrick Maguire as the Ann Arbor Interim Police Chief, effective Saturday, October 21, 2023.
Patrick Maguire is currently serving as the Deputy Police Chief in the Ann Arbor Police Department. Upon retirement of Interim Chief Aimee Metzer, Mr. Maguire will serve as the Interim Chief. Patrick Maguire has served the City of Ann Arbor with distinction. He is recommended by the City Administrator to assume the role of Interim Police Chief effective Saturday, Oct. 21, 2023.
Patrick Maguire is highly qualified to serve and is recommended to Council for appointment as the City of Ann Arbor Interim Police Chief.

Whereas, Current Interim Chief Aimee Metzer will retire from the City of Ann Arbor effective Friday, October 20, 2023;
Whereas, The permanent Police Chief search process is underway, and will not be completed by October 20, 2023;
Whereas, Patrick Maguire is currently employed by the Ann Arbor Police Department as Deputy Chief;
Whereas, Section 1:102(1) of Ann Arbor City Code allows the City Administrator to designate someone as "acting" (also known as interim) when there is a vacancy;
Whereas, Section 12.14(b) of the Charter provides that the vacancy must be filled within 30 days (provided Council may extend that time period by resolution for 60 days), in the manner provided for making the original appointment;
Whereas, Section 12.1(b) of the Ann Arbor City Charter provides that the Police Chief shall be appointed by the City Council on recommendation of the City Administrator; and
Whereas, Patrick Maguire is highly qualified to serve and is recommended to Council by the City Administrator for appointment as Ann Arbor's Interim Police Chief;
