Resolution to Approve a General Services Agreement with Premier Power Maintenance Corporation (Premier Power) for Electrical Preventive Maintenance at the Wastewater Treatment Plant, RFP No. 23-33 ($111,778.40)

Memorandum

Your approval is requested for a General Services Agreement with Premier Power in the amount of $111,778.40 to provide electrical preventive maintenance activities on high voltage transformers, switchgears, and motor control cabinets at the City’s Wastewater Treatment Plant (WWTP).

 

The WWTP has ten electrical switchgears, 26 motor control cabinets, and 20 transformers to be tested, exercised, cleaned, and inspected by a National Electrical Testing Association certified technician.  The purpose of this preventive maintenance is to ensure the proper operation of high voltage electrical equipment and discover any potential problems before they result in more significant damage.  If potential problems are identified during the electrical preventive maintenance activities, they will be corrected to prevent equipment failure that could negatively impact the WWTP’s ability to adequately clean and disinfect water before discharging it into the Huron River.  If partially treated water is discharged into the Huron River due to electrical equipment failure, it would result in a violation of the WWTP’s discharge permit and could expose the City to potential fines of up to $25,000.00 per day per violation from the Michigan Department of Environment, Great Lakes and Energy.

 

RFP No. 23-33 was advertised by the City’s Purchasing Department, and four proposals were received in response and publicly opened on June 29, 2023. WWTP staff reviewed the proposals and evaluated them on the following criteria:  Professional Qualifications - 35 points; Past Involvement with Similar Projects - 40 points; and Fee Proposal - 25 Points.

 

After reviewing and scoring the proposals, staff selected Premier Power Maintenance Corporation as having submitted the most responsive proposal and to be the best qualified firm with the best priced proposal for the project. 

 

WWTP staff is requesting your approval of a General Services Agreement with Premier Power Maintenance Corporation in the amount of $111,778.40 for Electrical Preventive Maintenance at the Wastewater Treatment Plant as outlined in RFP No. 23-33. 

 

WWTP staff is requesting a contingency of $25,000.00 to fund any unforeseeable repairs that are discovered during inspection of the electrical equipment.

 

Premier Power Maintenance complies with the City’s Non-Discrimination and Living Wage ordinances.

 

Budget and Fiscal Impact:  Funds to finance this project are included in the approved FY24 WWTP Operation and Maintenance Budget for the Sewage Disposal System.

Whereas, Sufficient funds have been budgeted in the approved FY24 WWTP Operations and Maintenance Budget for the Sewage Disposal System; and

 

Whereas, Premier Power Maintenance Corporation complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances;

 

Resolved, That City Council approve a General Services Agreement with Premier Power Maintenance Corporation in the amount of $111,778.40 for Electrical Preventive Maintenance at the Wastewater Treatment Plant (RFP No. 23-33);

 

RESOLVED, That City Council approves a contingency in the amount of $25,000.00 to fund change orders for unforeseen repairs to be approved by the City Administrator;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney;and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
