Memorandum
Attached for your consideration is a resolution to approve the closing of Washington Street between 5th Avenue and Division for the Neutral Zone's 25th Anniversary Event on Saturday, October 7, 2023. This will be the first event from this organizer since the 2020 pandemic. Prior to that, the organizers held the annual Live on Washington event with no issues. The street will be closed from 8:00 AM on Saturday, October 7, 2023 until 10:00 AM on Sunday, October 8, 2023. The event itself will take place from 4:00 PM until 10:00 AM with the remaining time to be used for setup, clean up and take down.

The event will feature live music throughout the event, which will begin at 4:00 PM. As in previous years, the sponsor has notified and obtained support from neighboring businesses and will notify nearby apartments and churches at least two weeks prior to the event. Notification will also be provided through the City's website and GovDelivery.

The sponsor will submit an application for approval from the State of Michigan Liquor Control Commission for temporary sales, service and consumption of alcoholic beverages in the defined areas pursuant to the M.L.C.C. regulations.

The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, and to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses.

The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.
