Memorandum
The attached resolution is requesting approval to close Washington Street between Fletcher and Thayer Streets on Saturday, September 2, 2023 from 3:00 PM until 1:00 AM on Sunday, September 3, 2023 for the University of Michigan Go Blue Mix. The actual event runs from 7:00 PM until 11:00 PM with the additional time to be used for set-up and breakdown.

Go Blue Mix is a large, outdoor program on central campus as a part of the Welcome to Michigan schedule. An extension of the UMix Late Night program, Go Blue Mix will provide an alternative late-night programming opportunity for students during a high risk time (Saturday night). With each night game held at the Stadium, UM convenes a large planning committee to commit to providing alcohol-free events and opportunities for students, increasing its capacity to support student safety and health. This event was first held in 2016 and last held in 2022. No issues have been reported for these events.

While this event is intended for University of Michigan students, since it is in public spaces, community members will be able to enjoy elements of the program (i.e. music). Certain aspects will be reserved solely for students with valid UM ID (novelty activities, food from UM catering, etc).

The sponsoring unit, the University of Michigan Center for Campus Involvement, has stated that police presence will be handled by the UM Police Department.

Notification of the street closure will be through the City's website and GovDelivery, and resources through the University of Michigan.
