Memorandum
The Veterans Memorial Park Ice Arena has a recent history of flooding, where water has been observed leaking into the interior of the building after large rain events. Parks hired Hubbell, Roth & Clark, Inc. (HRC) to conduct a building investigation to identify the cause of the problem. The investigation determined several causes of the water issues including, deteriorated gutter/eave joints, lack of weep holes, and permeability of the existing masonry wall panels. Additionally, due to water and moisture being constantly present in the wall system, there has been significant steel loss in many of the steel columns throughout the arena.

Bid documents were prepared by HRC to both prevent water from entering the wall cavity, and to repair damage that has been done to the steel columns. RFP#23-03 was issued in April 2023. RAM Construction Services of Michigan, Inc. provided the only proposal response to the RFP, with a construction estimated total of $449,763.00 to complete the work.

Work is anticipated to take place during the summer months, while the ice floor has been removed for the season. Substantial completion of the project is desired to be completed in September, coinciding with the start of the ice season.

Budget/Fiscal Impact: Funding for a portion of the project is available in the approved FY 2023 Park Maintenance and Capital Improvement Millage budget and the remaining funding needed will be available in the FY 2024 Park Maintenance and Capital Improvement Millage budget for this week. A 10% construction contingency ($44,976.30) is requested to cover potential contract change orders to be approved by the City Administrator.
