Resolution to Approve Sewer Televising and Cleaning General Services Agreements with Rogue Industrial Services, LLC (Not-to-Exceed $1,400,000.00) and Taplin Group, LLC (Not-to-Exceed $1,400,000.00) for Two-Years (RFP #23-14)

Memorandum

Attached for your approval is a resolution to approve two separate 2-year general services agreements with Rogue Industrial Services, LLC and Taplin Group, LLC to perform inspection and cleaning services for existing sanitary and storm infrastructure.

 

Public Works utilizes outside contractors to supplement in-house televising and cleaning operations performed on the sanitary sewer and stormwater systems. Televising is used to identify pipes needing repairs and locates blockages that require cleaning. Both contractors are also able to provide specialized inspection methods such as multi-sensor and sonar typically used for pipes that run very full or are large in diameter. Proactive system maintenance helps to prevent backups and ensures that the system continues to operate as designed.

 

RFP # 23-14 was advertised on the City’s website and on the Michigan Inter-Governmental Trade Network (MITN) website. Four (4) proposals were received and publicly opened on March 9, 2023. The RFP required that firms submit information listing professional qualifications, past involvement with similar projects, proposed work plan and a fee proposal. A selection committee of Public Works staff reviewed the proposals and selected the firms most qualified to perform the required services. The firms were evaluated and scored on the following criteria: 

 

                     Professional Qualifications (20%)

                     Past Involvement with Similar Projects (30%)

                     Proposed Work Plan (30%)

                     Fee Proposal (30%)

 

After reviewing and scoring the proposals, staff ranked the responding firms in the following order:

 

1.                     Rogue Industrial Services, LLC

2.                     Taplin Group, LLC

3.                     Pipetek Infrastructure Services, LLC

4.                     National Power Rodding

 

Rogue Industrial Services, LLC and Taplin Group, LLC were selected based on the professional qualifications of their firms and staff, past involvement with similar projects, proposed work plans and the fee proposals.

 

Budget/Fiscal Impact:  Funding is available in the FY23 Sewage Disposal System and Storm Sewer Operating and Maintenance Budgets. Future contract usage is subject to the availability of funding in FY24 and beyond.

 

Rogue Industrial Services, LLC and Taplin Group, LLC comply with the City’s Non-Discrimination and Living Wage ordinances.

Whereas, Proposals were reviewed by Procurement and evaluated by City staff on the basis of professional qualifications, past involvement with similar projects, proposed work plans and fee schedule;

 

Whereas, Staff selected Rogue Industrial Services, LLC and Taplin Group, LLC as the two most qualified to perform the work identified in RFP # 23-14;

 

Whereas, The term of the proposed contract with Rogue Industrial Services, LLC is for two years and not to exceed $1,400,000.00;

 

Whereas, The term of the proposed contract with Taplin Group, LLC is for two years and not to exceed $1,400,000.00; and

 

Whereas, Rogue Industrial Services, LLC and Taplin Group, LLC comply with the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That City Council approve a two-year General Services Agreement with Rogue Industrial Services, LLC in an amount not-to-exceed $1,400,000.00 for Sewer Televising and Cleaning (RFP #23-14);

 

RESOLVED, That City Council approve a two-year General Services Agreement with Taplin Group, LLC in an amount not-to-exceed $1,400,000.00 for Sewer Televising and Cleaning (RFP #23-14);

 

RESOLVED, That the City Administrator be authorized to extend the agreements for up to one (1) additional two-year period subject to a 3% increase in unit prices provided both parties agree to an extension and subject to the appropriation of funds;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreements after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
