Memorandum
Attached for your review and consideration, please find a resolution to approve a contract between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction phase of the State and Hill Streets Improvements Project. The agreement prescribes the cost sharing of the construction, as well as each party's rights and responsibilities, and is required for the project to receive its share of federal funding from the Surface Transportation Program (STP), the Highway Safety Improvement Program (HSIP), and the Highway Infrastructure Program COVID Relief (HICU).

The State Street improvements include resurfacing State Street from Granger to South University, excluding Hoover to Packard. The scope also includes construction of ADA accessible ramps at existing crosswalks for future Accessible Pedestrian Signals (APS), consolidation of crosswalks for installation of Rectangular Rapid Flashing Beacons (RRFB's), installation of protected bike lanes (space for which will be created by the elimination of on-street parking), and replacement of some curb & gutter and drainage structures. Additionally, the scope includes abandonment of old water mains between Granger and Dewey and between Hill and South University by extending leads and services to the larger, newer water mains.

The Hill Street improvements include resurfacing Hill Street from the Fifth Avenue to Church Street, with additional pedestrian safety improvements extending to Washtenaw Avenue. The scope also includes construction of ADA accessible ramps at existing crosswalks ...
