Memorandum

Attached for your consideration is a resolution to approve the closing of Washington Street between Fletcher and Thayer from 6:00 AM on Sunday, July 30, 2023 to Midnight to stage the ALLIANCE (National Training Institute) Opening Ceremony Dinner for ALLIANCE/NTI participants, guests and staff.

 

The National Training Institute (NTI) is a joint program between the National Electrical Contractors Association and the International Brotherhood of Electrical Workers to train qualified workers and is one of the largest apprenticeship and training programs in the country. The National Joint Apprenticeship & Training Committee (National Training Institute), which is now known as ALLIANCE, held its annual National Training Institute (NTI) in Knoxville, TN for 19 years until 2008.  ALLIANCE is currently in what would have been its 15th year in Ann Arbor and at the University of Michigan (two years are excluded due to the pandemic).

 

Tents, tables and chairs will be spread throughout the Washington Street area for the dinner and all food will be served on University of Michigan property.

 

The sponsor, ALLIANCE/NTI, will submit an application for approval from the State of Michigan Liquor Control Commission for temporary sales, service and consumption of alcoholic beverages in the defined areas pursuant to the M.L.C.C. regulations.

 

The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses.

 

Notification of the street closings will be provided through the City’s website and also through communications made through the University of Michigan Communications Office and the Ann Arbor Convention & Visitors Bureau.

Whereas, The City has received a request from ALLIANCE (formerly National Training Institute) to close Washington Street between Thayer and Fletcher from 6:00 AM on Sunday, July 30, 2023 to Midnight to stage the ALLIANCE Opening Ceremony Dinner;

 

Whereas, The street closure will be signed, barricaded and properly supervised by the sponsor;

 

Whereas, The sponsor requires the approval of the Michigan Liquor Control Commission for a special outdoor liquor license;

 

Whereas, The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses; and

 

Whereas, Notification of the street closings will be provided through the City’s website, GovDelivery, and also through communications made through the University of Michigan Communications Office and the Ann Arbor Convention & Visitors Bureau;

 

RESOLVED, That Council approve the closing of Washington Street between Fletcher and Thayer from 6:00 AM on Sunday, July 30, 2023 to Midnight; and

 

RESOLVED, That a special liquor license for the event be approved, contingent upon approval from the Michigan Liquor Control Commission.
