Resolution to Authorize the Purchase of a 2023 Road Rescue Ultramedic III Ambulance from Emergency Vehicles Plus Inc. (HGACBuy Cooperative Purchasing Agreement - $295,085.00)

Memorandum

The attached resolution authorizes the purchase of one 2023 Road Rescue Ultramedic III Ambulance at a cost of $295,085.00 through the HGACBuy cooperative purchasing program (contract #AM10-20) for use by the Safety Services Area, Fire Department Unit.

 

Since June 6, 2022, the City of Ann Arbor Fire Department (AAFD) has been staffing a Huron Valley Ambulance (HVA) basic life support ambulance as part of a trial program. This has allowed the AAFD to transport patients when HVA has no ambulances available. As of November 15, 2022, this unit has transported twenty-six (26) patients. This transport capability has not been burdensome nor detracted from response to fire incidents. In fact, being able to transport patients has allowed fire apparatus to clear incidents sooner and become available for additional calls for service. The trial with HVA has allowed the AAFD the ability to proof of concept transport capability. However, numerous factors during this trial have demonstrated that this HVA program is not sustainable indefinitely.

 

Based on this trial, it is recommended that the City of Ann Arbor become independently licensed as a basic life support transport agency and purchase its own fire department ambulance. This purchase request is for the ambulance, cot, loading system, and associated equipment. The ambulance is a spec model and is available for immediately delivery. There is currently no hybrid or fully electric ambulance which is commercially available, though several manufacturers are in the development phase. It is anticipated that this vehicle will be replaced with a hybrid or electric ambulance at the end of its life cycle.

 

This ambulance will replace a 2014 GMC Sierra pickup (#1055) when placed into service. Unit #1055 is operated as an EMS light rescue unit by the AAFD and currently has 4,185 hours of service.

 

Road Rescue was awarded Contract #AM10-20 by the HGACBuy cooperative purchasing program for ambulances. Emergency Vehicles Plus, Holland, Michigan is an authorized dealer for Road Rescue under the HGACBuy contract. 

 

Emergency Vehicles Plus Inc. complies with the requirements of the City’s Conflict of Interest and Non-Discrimination ordinances.

 

Budget/Fiscal Impact:  Funding for this purchase is available from the American Rescue Plan funding received by the City. This new ambulance will be placed on an 8-year replacement schedule which is consistent with similar vehicle chassis in the City’s Fleet. The AAFD will have an annual replacement cost of approximately $42,053.00 for this ambulance.

 

Green Fleet Policy:  The Green Fleet Committee approved the need for the replacement of this equipment, that the proposed replacement is consistent with the Green Fleet Policy and recommended the approval of this resolution. The Sustainability and Innovations Manager has concurred with the actions of the Committee.

Whereas, Competitive bids were received by the HGACBuy cooperative purchasing program and Road Rescue of Winter Park, FL, received contract #AM10-20 for ambulances;

 

Whereas, Emergency Vehicles Plus of Holland, MI, is a dealer of record for Road Rescue under the HGACBuy cooperative purchasing program;

 

Whereas, Emergency Vehicles Plus complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances; and

Whereas, Adequate funding for the purchase of this ambulance is available through the American Rescue Plan funding received by the City;

 

RESOLVED, That the City Council approves the issuance of a purchase order to Emergency Vehicles Plus Inc. for one 2023 Road Rescue Ultramedic III Ambulance in the amount of $295,085.00;

 

RESOLVED, That the vehicle being replaced (no. 1055) be sold at the next City vehicle auction after the vehicle is removed from service; and

 

RESOLVED, That the City Administrator is authorized to take all necessary actions to implement this resolution.
