Resolution to Amend the Administrative Plan Regarding Chapter 19 Family Self-Sufficiency Action Plan.

Memorandum
The Ann Arbor Housing Commission's Housing Choice Voucher Administrative Plan details its policies and procedures for the management of its Housing Choice Voucher (HCV) Program. The AAHC periodically revises the Plan to reflect changes in HUD regulations and changes in AAHC policies.
The AAHC is proposing to change the entire Chapter 19 Family Self-Sufficiency Action (FSS) Plan of the Administrative Plan to reflect the new policies and regulations established by HUD effective June 17, 2022. These changes are required by HUD to bring all our policies into compliance with the new FSS rules. However, HUD required the AAHC to submit its revised FSS Plan prior to submitting the FSS Plan to the Board for approval. Staff utilized the service of Nan McKay to rewrite the Administrative Plan FSS chapter to maintain the structure and format. The chapter was then compared to the HUD sample Action Plan to make sure each policy change was captured accurately. The revised Action Plan was submitted to HUD for review and HUD approved the revised FSS Plan on November 4, 2022.
The FSS program promotes the development of local strategies to coordinate public and private resources that help housing program participants obtain employment that will enable participating families to achieve economic independence and reduce dependence on welfare assistance and rental subsidies. Although, there are some significant changes to the program the nature of the program has not changed. The changes provide clarity and codifies some rules. Other changes provide more flexibility for the participating family. Lastly, the changes expand eligibility to multifamily (Project Based Voucher Rental Assistance) owners.
