Resolution to Approve the Distribution of the Draft City of Ann Arbor Parks and Recreation Open Space Plan 2023-2028 (CPC Recommendation:  Approved - 8 Ayes and 0 Nays)

Memorandum

This resolution approves distribution of the drafted City of Ann Arbor Parks and Recreation Open Space Plan 2023-2028.  The plan has been developed through numerous opportunities for public and stakeholder input, and articulates the City's vision for parks and recreation in Ann Arbor.

 

The PROS Plan provides an inventory of existing parks and facilities, describes the

relationship between the parks and recreation system and surrounding municipalities and recreation providers, identifies parks and recreation needs and deficiencies, and proposes major capital park projects for existing and new parks.  The Michigan Department of Natural Resources (MDNR) requires all municipalities applying for recreation grants to have a current plan on file with the MDNR and to update that plan every five years.

 

This planning effort is directed towards the formal adoption of an updated PROS Plan by the Park Advisory Commission, the City Planning Commission, and the City Council.  The Planning Commission recommended distribution of this draft at their October 18, 2022 meeting.

 

The distribution of the plan at this time, in advance of public hearings held in conjunction with adoption of the plan, provides a comment period for stakeholders and the City Council to provide feedback or comment to be considered prior to adoption of the plan, which will be forwarded by the Planning Commission to the City Council for approval or rejection.

Whereas, The City Planning Commission and City Council are required to distribute a draft comprehensive plan amendment document to adjoining jurisdictions by the Michigan Planning Enabling Act (PA 33 of 2008, as amended);

 

Whereas, The distribution of the draft City of Ann Arbor Parks and Recreation Open Space Plan 2023-2028 (the “Plan”) will allow adjoining jurisdictions 42 days to provide comment;

 

Whereas, the Parks and Recreation Commission reviewed and recommended distribution of the Plan on October 18, 2022; and

 

Whereas, The Ann Arbor City Planning Commission, on October 18, 2022, requested that City Council approve the distribution of the Plan as a component of the City of Ann Arbor Comprehensive Plan;

 

RESOLVED, That City Council approve the distribution of the Plan as a component of the City of Ann Arbor Comprehensive Plan to adjoining jurisdictions and other entities as required by the Michigan Planning Enabling Act; and

 

RESOLVED, That following future approval by the Planning Commission, City Council shall approve or reject the Plan as the final step of City adoption of the Plan consistent with Chapter 8, Section 1:183(4) of Ann Arbor City Code.
