Resolution to Approve the City of Ann Arbor 2022 Hazard Mitigation Plan Update

This resolution requests City Council adopt the 2022 Hazard Mitigation Plan that was approved by the State of Michigan and the Federal Emergency Management Agency (FEMA). The City’s Hazard Mitigation Plan must be renewed every five years to maintain our current flood insurance rating and our eligibility for FEMA grant programs. The City’s current plan, the 2017 Hazard Mitigation Plan, is set to expire on November 29, 2022.
Budget/Fiscal Impact: Adoption of the 2022 Hazard Mitigation Plan has no impact on the City’s budget.
The 2022 Hazard Mitigation Plan expands upon many years of local mitigation planning dating back to 2000 and the passage of the Disaster Mitigation Act. The city participated in Washtenaw County’s Hazard Mitigation Plan as a participating jurisdiction. In 2012, the city developed a stand-alone citywide plan which integrated the city’s 2007 Flood Mitigation Plan (FMP). In 2017, the city received a planning grant, which permitted contractor assistance for the development of the 2017 Ann Arbor Hazard Mitigation Plan Update. Stantec Consulting Services was selected in December 2021 and assisted in the development of the 2022 Hazard Mitigation Plan.
The Office of Emergency Management, the Office of Sustainability and Innovations, and the Systems Planning Unit began meeting in 2021 to develop a scope and vision for the 2022 plan. A steering committee, a technical advisory committee, and a community engagement working group were established to assist with plan development. Two public meetings, a community-wide survey, an internal city survey, and stakeholder interviews were designed to capture our community’s experiences and interests.
The 2022 Hazard Mitigation Plan describes the hazards that will impact the City of Ann Arbor, assesses the city’s capabilities to mitigate those hazards, and identifies mitigation actions that can be implemented over the next five years. The 2022 Hazard Mitigation Plan was designed to align with the city’s A2Zero mission to combat the impacts of climate change by implementing equitable risk reduction strategies that build community resilience.

Whereas, The City of Ann Arbor is committed to the mitigation of potential hazards and the protection of the public health, and the reduction of property damage and loss of life that can result from hazardous events;
Whereas, The Federal Emergency Management Agency (FEMA) requires that communities have an adopted Hazard Mitigation Plan and to periodically assess and update the Plan to recognize the physical development of the community and new or continuing susceptibility to natural and man-made hazards as a requirement to receive funding under certain FEMA programs;
Whereas, Ann Arbor has been engaged in planning since the passage of the Disaster Mitigation Act of 2000;
Whereas, Prior to 2012, the City participated in the Washtenaw County’s Hazard Mitigation Plan as a participating jurisdiction (R-471-11-04);
Whereas, In 2012, the City adopted its own citywide hazard mitigation plan to address city specific issues (R-12-439);
Whereas, A steering committee, a technical advisory committee, a community engagement working group, and Stantec Consulting Services assisted in the development of the 2022 Hazard Mitigation Plan Update;
Whereas, Public input was solicited at two public meetings and through a community-wide survey;
Whereas, The 2022 Hazard Mitigation Plan Update has been reviewed by the Michigan State Police Emergency Management Homeland Security Division and FEMA and satisfies all statutory and regulatory compliance requirements;
Whereas, The 2022 Hazard Mitigation Plan describes the hazards that will impact the city, assesses the city’s mitigation capabilities, and identifies mitigation actions that shall be implemented over the next five years; and
Whereas, The 2022 Hazard Mitigation Plan aligns with the City’s A2Zero Plan and focuses on building community resilience;
RESOLVED, That City Council approve the City of Ann Arbor 2022 Hazard Mitigation Plan Update; and
RESOLVED, That City Council recommends the mitigation strategies and goals be incorporated, when possible, in City planning processes, with the understanding that implementation is based on the availability of funding and staff resources.
