Resolution to Accept and Appropriate Michigan Strategic Funds and Approve Certified Local Government Grant Agreement for the City of Ann Arbor Old Fourth Ward Historic District Reconnaissance-Level Survey Update ($45,000.00) (8 Votes Required)

Memorandum

The State Historic Preservation Office (SHPO) has awarded the City of Ann Arbor a Certified Local Government Grant to perform a survey update of historic resources in the Old Fourth Ward Historic District. This is a reimbursement grant program to allow the City to hire a qualified consultant to complete the survey. Project work shall be completed by September 30, 2024. Funding is provided in part by the National Park Service, U.S. Department of the Interior, through the Michigan Strategic Fund. While this item was previously approved by the City Council, the resolution submitted by Planning Services did not contain the required language to appropriate the funds. This amended resolution corrects this omission.

 

Budget/Fiscal Impact:  The Certified Local Government Grant program has no matching fund requirement. The Historic Preservation Coordinator shall manage the grant.

 

If approved, this resolution would (1) formally accept the grant award, (2) authorize the City Administrator to sign the grant agreement and (3) appropriate these funds when received to the Major Grants Program Fund.

Whereas, The City of Ann Arbor is a Certified Local Government (CLG), a program jointly administered by the National Park Service and the SHPO;

 

Whereas, The objective of the Certified Local Government Grant Program is to provide financial assistance to support preservation planning and projects; and

 

Whereas, The City has received a Certified Local Government Grant reimbursement award in the amount $45,000 to hire a consultant to perform a reconnaissance level survey of the Old Fourth Ward Historic District;

 

RESOLVED, That City Council accept the Certified Local Government Grant award for $45,000 under the terms of the agreement with the State of Michigan

 

RESOLVED, That the City Administrator be authorized and directed to execute the grant agreement, after approval as to substance by the City Attorney;

 

RESOLVED, That City Council appropriate $45,000 to the Planning Department budget within the Major Grants Programs Fund for the purpose of a City of Ann Arbor Old Fourth Ward Historic District Reconnaissance-Level Survey Update with the source of funding being grant funds received from the State Historic Preservation Office; and

RESOLVED, That City Council approve these funds to be spent without regard to fiscal year.
