Attached for your review and consideration, please find a resolution to approve a contract between the City of Ann Arbor and the Michigan Department of Transportation (MDOT) for the construction phase of the Huron Parkway and Glazier Way Capital Preventative Maintenance Project. The agreement prescribes the cost sharing of the construction, as well as each party's rights and responsibilities, and is required for the project to receive its share of federal funding from the Surface Transportation Program (STPU).

This project is identified in the City's current Capital Improvements Plan as Project TR-SC-23-01 and involves placing a pavement preservation surface treatment on Huron Parkway between Fuller/Geddes Road and Hubbard Road and on Glazier Way between Green Road and Earhart Road. The work consists of intermittent cold milling and asphalt patching to address structurally distressed pavement areas, placing a cape seal surface treatment that includes one course chip seal and one course micro-surface applications, and placing new pavement markings.

The project will convert the existing bike lanes along the north and south sides of Glazier Way to buffered bike lanes. In addition, it will include new edge line pavement markings adjacent to the curb and gutter on Huron Parkway that are designed to narrow the traffic lanes and slow vehicle speeds together with enhancing visibility for motorists.

Construction is expected to begin in mid-April of 2023 and be completed by late June of 2023.

MDOT accepted the City's final plan submittal in August 2022, and the project was advertised in September for the October 2022 MDOT bid letting. This memorandum and resolution were prepared prior to the letting date, so bid prices were not available. MDOT will award a contract...
