Resolution to Approve Amendment No. 1 to Professional Services Agreement with LynxDx, Inc. for Medical Diagnostic Testing for SARS-COVID-2 ($90,000.00/year)
Memorandum
The attached resolution requests authorization for amendment one to Professional Services Agreement with LynxDx, Inc. for $90,000.00 per year starting in fiscal year 2023.
Since November 2021, LynxDx, Inc. has provided the City with medical diagnostic testing for SARS-COVID-2 for unvaccinated employees with approved medical and religious exemptions under the requirements of the City’s COVID-19 testing program. LynxDx provides convenient drive thru, saliva based PCR testing within and outside of the city limits.
Other vendors, including our existing occupational health clinic, were evaluated in 2021. However other vendor’s services were not sufficient to meet the city's needs based on the types of testing and administration offered, hours of operation, their ability to provide fast and convenient testing and tiered reporting. LynxDx also offers lower cost testing compared to other vendors locally.
Budget/Fiscal Impact: The costs for this contract will be absorbed in each departmental operating budget and is based upon the number of employees they have participating in the testing program.
LynxDx complies with the requirements of the Non-Discrimination and Living Wage ordinances.

Whereas, In 2021, the City Safety Unit evaluated potential vendors to provide PCR testing services based on several factors including; 1) test administration; 2) testing convenience; 2) testing capacity; 3) hours of operation; 4) reporting; 5) cost.;
Whereas, LynxDx, Inc. was the only vendor identified who could provide for the unique needs of the program;
Whereas, The City Safety Unit sought a sole source justification which was approved and a contract was executed dated November 5, 2021; and
Whereas, LynxDx, Inc. has met the obligations of their contract successfully to date;
RESOLVED, That Council approve a contract with LynxDx, Inc. in the amount of $90,000.00 per year to perform medical diagnostic testing for SARS-COVID-2;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution including execution of any documentation to identify LynxDx, Inc. as the City’s provider for employee medical diagnostic testing for SARS-COVID-2, and any changes or amendments that do not exceed the amounts authorized herein.
