Memorandum

Attached for your consideration and approval is a request from The Guild of Artists and Artisans to close streets for the second annual A2 Artoberfest.  This event was cancelled in 2020 due to the pandemic, but took place in 2021 with no issues.

 

The street closure is requested for Friday, October 7, 2022 at 6:00 AM through Sunday, October 9, 2022 at 11:00 PM.  The actual event will take place Saturday, October 17 at 10:00 AM through Sunday, October 9 at 5:00 PM.  The additional time to be used for set-up and breakdown. 

 

The following streets are requested for closure:

 

                     Fourth Avenue between Catherine and Huron

                     Ann Street between Main and up to the Fire Department before Fifth Avenue

 

Produced by The Guild of Artists & Artisans, a non-profit Artist Membership organization whose mission is to provide artists with marketing opportunities which they do by producing fine art fairs including the nationally acclaimed Ann Arbor Summer Art Fair, as well as the new Gutman Gallery. This event will be a fall celebration of the arts, both visual and performing. It will feature 160 jury selected artists, live musical performances, Kids Activities, and local food and beverages. It will take place in the N. Fourth Ave neighborhood to help bridge the downtown and Kerrytown areas and highlight the businesses there. The plan is to establish partnerships with area businesses and other non-profits such as the Hands on Museum and Kerrytown Concert House. The applicant looks forward to this becoming an annual event and a true celebration of the Arts in Ann Arbor.  This event has received support from the Fourth Avenue businesses as well as the Kerrytown District Association.

 

The applicant will submit an application for approval from the State of Michigan Liquor Control Commission for temporary sales, service and consumption of alcoholic beverages in the defined areas, pursuant to the MLCC regulations.

 

Notification of the street closure will be provided through the City’s website via GovDelivery and through the applicant’s social media and direct contact with the impacted business representatives.

 

The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses.

Whereas, The City has received a request from The Guild of Artists and Artisans to close Fourth Avenue between Catherine and Huron and Ann Street between Main and up to the Fire Department before Fifth Avenue from Friday, October 7, 2022 at 6:00 AM through Sunday, October 9, 2022 at 11:00 PM;

 

Whereas, The street closures will be signed, barricaded and properly supervised by the sponsor;

 

Whereas, The sponsor requires the approval of the Michigan Liquor Control Commission for a special outdoor liquor license;

 

Whereas, The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses; and

 

Whereas, Notification of the street closures will be provided through The Guild of Artists and Artisans social media, contact with the impacted business representatives and the City’s website via GovDelivery;

 

RESOLVED, That a special liquor license for the event be approved, contingent upon the approval from the Michigan Liquor Control Commission;

 

RESOLVED, That the sponsor will pay the cost of City services associated with the staging of this event; and

 

RESOLVED, That City Council approve the closing of. Fourth Avenue between Catherine and Huron and Ann Street between Main and up to the Fire Department before Fifth Avenue from Friday, October 7, 2022 at 6:00 AM through Sunday, October 9, 2022 at 11:00 PM
