Resolution to Accept and Appropriate a Sub-Award of Federal Grant Funds ($374,738.00) from the University of Michigan for the Smart Intersections: Paving the Way for a National CAV Deployment Project ($487,121.00) (8 Votes Required)
Memorandum
This resolution recommends the approval of a sub-award of Federal grant funds from the United States Department of Transportation (“USDOT”), through the University of Michigan (the pass-through entity), for the Smart Intersections: Paving the Way for a National CAV (connected and automated vehicles) Project for the City of Ann Arbor’s work in support of the project.
The Project was awarded to the University of Michigan under the USDOT’s Advanced Transportation and Congestion Management Technologies Deployment (ATCMTD) initiative to deploy technologies and related strategies to address issues and challenges in safety, mobility, sustainability, economic vitality and air quality. The Project proposes to deploy a network of smart intersections in the City to enable equipped vehicles and infrastructure to interact in a connected environment using state of the art technology. Using the deployment as a model, the Project team will develop an implementation guide for local jurisdictions and accelerate the national deployment of CAVs. The total Project cost is $19.9 million, including $9.95 million in Federal grant monies and $9.96 million in contributions by Project recipients.
The University of Michigan has asked the City of Ann Arbor to participate in the Project as a partner and a sub-recipient of the University’s federal grant from the USDOT for a sub-award of $374,738.00 from the University. City Council approved the City’s previous participation in the research efforts of connected and automated vehicles via Resolutions R-13-127, R-15-313, R-18-492, R-19-247 and R-21-052. The University of Michigan requests the continued support of the City of Ann Arbor in the research and expansion of the testing environment under the new Project. This project aligns with and advances City goals because transportation safety is the driving force behind the project. Other anticipated benefits include network efficiency and improved system performance.
The duration of the project is scheduled to occur from April 2022 through December 2023.
Budget and Fiscal Impact: Total cost for the City’s work in the project is $487,121.00. The City will receive a reimbursement of $374,738.00 through a sub-award of federal funds from the University for this project. The federal funding will be used to fund construction expenses. The City will also contribute a “soft match” (non-monetary) to the Project for system operations and management by City staff. These tasks overlap with existing system operations and management by City staff and are included in the annual operations and maintenance budget. The cost for staff time to complete these existing operations and management tasks is $112,383. Therefore, there are no identified budget/fiscal impacts.

Whereas, The University of Michigan is recipient of a USDOT ATCMTD federal grant in the amount of $9.95 million to support a project entitled Smart Intersections: Paving the Way for a National CAV Deployment;
Whereas, The University of Michigan proposes to provide the City of Ann Arbor a sub-award of its federal grant funds in the amount of $374,738.00 to support the City’s work in support of the Project;
Whereas, The City determined that acceptance of the sub-award of federal funds supports the economic development efforts of the City and reinforces Ann Arbor as a community with advanced research for transportation; and
Whereas, The University has requested support of the research and deployment of testing environment from the City of Ann Arbor in the amount of $487,121.00;
RESOLVED, That City Council accept a sub-award of federal grant funds from the U.S. Department of Transportation and Federal Highway Administration, through the University of Michigan (pass-through entity), in the amount of $374,738.00 for the Smart Intersections: Paving the Way for a National CAV Development Project;
RESOLVED, That City Council appropriate the sub-award in the amount of $374,738.00 to the Major Street Fund to support the project, thereby, increasing the project revenue and expenditure budgets;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the sub-award contract and any extension thereof upon approval as to form by the City Attorney, and as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
