Resolution to Approve FY 2023 Fee Adjustments for the Fire Department
Memorandum
Attached for your consideration and approval is a resolution authorizing fee adjustments and new fees for FY 2023 for the Ann Arbor Fire Department. Annually, in conjunction with the preparation of the budget, Service Units review fee revenues to determine if the costs of the services rendered are covered by their fees or are appropriate in relation to comparative data.

When determining cost to serve, Service Units consider when fees were last increased and increases in expenses such as labor, materials and supplies, equipment, and overhead costs.

The attached schedule outlines the proposed fee changes. These are new fees or have not been increased since 2018. This also clarifies fire inspection billing for occupancies owned by non-profits and governmental entities such as the City of Ann Arbor and Washtenaw County. Internal City parity was the key metric used and alignment with City of Ann Arbor Rental Inspections was obtained where feasible. This proposal also addressed hydrant flow testing, which is recommended to be billed for actual time worked versus a flat fee. Depending on the size of the project, the amount of staff time and staff involved can vary greatly.

Attached are the recommended fee changes for the Fire Department. Staff is recommending that Council approve these fee changes.
