Resolution to Approve Amendment 2 to the Professional Services Agreement for Work Related to the Environmental Assessment Study for the Safety Extension of Runway 6/24 at the Ann Arbor Municipal Airport with Mead & Hunt Inc. ($156,765.71)

Memorandum

Attached for your consideration is a resolution to approve the second amendment to the Professional Services Agreement, dated December 3, 2018, with Mead & Hunt Inc., Lansing Michigan. This Agreement was initially amended on December 9, 2020.  The proposed Amendment 2 covers additional engineering services related to the environmental assessment (EA) study for the safety extension of runway 6/24 at the Ann Arbor Municipal Airport in the amount of $156,765.71, bringing the total compensation under the agreement to $541,874.60. 

 

The initial scope of work covered revisions and updates that were required by the Federal Aviation Administration (FAA) in their 2017 comment letter and subsequently negotiated into the scope of work in the original agreement. As the project continued, the FAA has required additional services including doubling the number of alternatives to be reviewed from the standard three to six.  This has also impacted the Runway Protection Zone (RPZ) Study as the three additional alternatives must also be addressed in this document.  Project management costs have increased as the project time line was extended as does coordination of FAA comments. The amended scope of work in the proposal provides additional detail on the changes.

 

The consultant has made significant progress over the last few months and the FAA has signed off on many of the components of the EA.  The public hearing on the draft document is targeted for late summer/early fall with the project completion targeted by the end of the calendar year. 

 

Mead & Hunt complies with the requirements of the City’s Living Wage, Conflict of Interest and Non-Discrimination ordinances.

 

Budget/Fiscal Impact: Funding for this amendment is covered by the MDOT-Aero grant contract under consideration by City Council on this same agenda. The grant includes 95% state/federal funding and a 5% local match funded from the FY22 Airport Fund operations and maintenance budget.

 

The Airport Advisory Committee recommends the approval of this amendment.

Whereas, The City has approved an Airport Layout Plan which depicts safety related modifications to runway 6/24 at the Ann Arbor Municipal Airport and desires to have an environmental assessment completed to determine the impacts of these proposed modifications;

 

Whereas, The City entered into a Professional Services Agreement on December 3, 2018 with Mead & Hunt Inc., Lansing, Michigan, for work related to the completion of the environmental assessment for the safety extension of runway 6/24, in compliance with state and federal guidelines for this work;

 

Whereas, Additional scope of work required by the Federal Aviation Administration has resulted in the need for a second amendment to the Professional Services Agreement in the amount of $156,765.71;

 

Whereas, Funding for this work is available through MDOT Grant Contract #2022-0597; and

 

Whereas, Mead & Hunt complies with the City’s Living Wage, Conflict of Interest and Non-Discrimination ordinances.

 

RESOLVED, The City Council approve Amendment 2 to the Professional Services Agreement with Mead & Hunt Inc. in the amount of $156,765.71 for additional work related to the completion of the environmental assessment for the safety extension of runway 6/24 at the Ann Arbor Airport;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to sign Amendment 2 upon approval as to form by the City Attorney, and upon approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be directed to take the necessary administrative actions to implement this resolution.
