Resolution to Approve a Construction Contract with Z Contractors, Inc. for the Huron Parkway Bridge Capital Preventative Maintenance Repairs ($657,446.51)

Memorandum

Attached for your review and approval, please find a resolution to approve a construction contract between Z Contractors, Inc. in the amount of $657,446.51 and the City of Ann Arbor for the Huron Parkway Bridge Capital Preventative Maintenance Repairs (RFP 22-09).

 

This project consists of performing capital preventative maintenance repairs on Huron Parkway Bridge over the Huron River.  Capital Preventative Maintenance repairs are work that is considered beyond the normal operations and maintenance work that would be performed by the City’s own Public Works forces. More specifically, the work includes the repair of spalled concrete and delaminated concrete areas on deck, curbs and sidewalks; and portions of the guardrails, as well as removal of trees and vegetation growth in the rip-rap areas along three northern piers and other minor items. The bridge was originally constructed in 1968 and partially rehabilitated in 2000 and 2007. 

 

Engineering staff supervised the creation of plans and contract documents and bid the project through the City’s Procurement Unit following the latest city standard procedures effective January 1, 2022.

 

On March 3, 2022 two proposals were received for this work. A selection committee comprised of Public Services staff reviewed the proposals and determined which firm was the best value based on the following criteria (as laid out in ORD-21-41, adopted by Council on January 3, 2022):

 

                     Qualifications, Experience, & Accountability (20%)

                     Workplace Safety (20%)

                     Workforce Development (20%)

                     Social Equity & Sustainability (20%)

                     Schedule of Pricing/Cost (20%)

After reviewing and scoring the proposals, staff ranked the responding firms in the following order:

 

1.                     Z Contractors, Inc.

2.                     C.A. Hull Company, Inc.

 

Z Contractors, Inc. of Shelby Township, Michigan received the highest score among the proposals reviewed by the selection committee. Therefore, staff recommends awarding the contract for this project to Z Contractors, Inc.

 

Construction is expected to start in late May and be completed by early September.

 

Z Contractors, Inc. complies with the City’s Non-Discrimination and Living Wage ordinances.

 

Budget/Fiscal Impact:  This project is included in the FY23-28 Capital Improvements Plan (TR-BR-18-02). The estimated total cost of the project is $887,500.00 and will be funded through the approved Public Services Area, Capital Budget (Street, Bridge and Sidewalk Millage).

Whereas, The City of Ann Arbor has a Bridge Asset Management Plan that provides guidance for performing repairs to the City’s bridge network in order to keep them in a state of good repair; 

 

Whereas, The Huron Parkway Bridge over the Huron River needs repairs to maintain the structure in a state of good repair;

 

Whereas, The cost of this work will be funded through the approved Public Services Area, Capital Budget (Street, Bridge and Sidewalk Millage);

 

Whereas, The City of Ann Arbor received two proposals for this work on March 3, 2022 and Z Contractors, Inc. of Shelby Township, Michigan received the highest score in the proposals reviewed by the selection committee comprised of City Public Services staff; and

 

Whereas, It is now necessary to enter into a contract with Z Contractors, Inc. for the performance of this work;

 

RESOLVED, That City Council approves a construction contract with Z Contractors, Inc. in the amount of $657,446.51 for the Huron Parkway Bridge Capital Preventative Maintenance Repair Project (RFP 22-09);

 

RESOLVED, That a contingency amount of $66,000.00 be established within the project budget and that the City Administrator be authorized to approve construction change orders not to exceed that amount, in order to satisfactorily complete this project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this resolution, including issuing temporary and permanent Traffic Control Orders and night work authorizations as required for the construction of the project.
