Attached for your review and approval, please find a resolution to approve a construction contract between Z Contractors, Inc. in the amount of $657,446.51 and the City of Ann Arbor for the Huron Parkway Bridge Capital Preventative Maintenance Repairs (RFP 22-09).

This project consists of performing capital preventative maintenance repairs on Huron Parkway Bridge over the Huron River. Capital Preventative Maintenance repairs are work that is considered beyond the normal operations and maintenance work that would be performed by the City's own Public Works forces. More specifically, the work includes the repair of spalled concrete and delaminated concrete areas on deck, curbs and sidewalks; and portions of the guardrails, as well as removal of trees and vegetation growth in the rip-rap areas along three northern piers and other minor items. The bridge was originally constructed in 1968 and partially rehabilitated in 2000 and 2007.

Engineering staff supervised the creation of plans and contract documents and bid the project through the City's Procurement Unit following the latest city standard procedures effective January 1, 2022.

On March 3, 2022 two proposals were received for this work. A selection committee comprised of Public Services staff reviewed the proposals and determined which firm was the best value based on the following criteria (as laid out in ORD-21-41, adopted by Council on January 3, 2022):

* Workforce Development (20%)
* Social Equity & Sustainability (20%)
* Schedule of Pricing/Cost (20%)
After reviewing and scoring the proposals, staff ranked the responding firms in the following order:

1. Z Contractors, Inc.
2. C.A. Hull Company, Inc.
