Resolution Establishing Ann Arbor Industrial Development District 2021-001 - Five Lots including 3874 Research Park Drive
Memorandum
The attached resolution provides City Council with action to establish an Industrial Development District (IDD) as requested by Sartorius BioAnalytical Instruments, Inc. for 3874 Research Park Drive and four adjacent vacant lots.
State law, and the adopted City of Ann Arbor Tax Abatement Policy Guidelines & Criteria, both provide that that an IDD may be established after a public hearing by the City Council, which was held on January 3, 2022. Establishment of an IDD is required prior to receipt of any applications for an Industrial Facilities Exemption Certificate (“Certificate”).
The property owner wishes to establish the IDD so that a Certificate may be filed for consideration by the City. Approval of this resolution would establish the IDD for 3874 Research Park and four adjacent vacant lots. Upon establishment of the IDD, the City will be responsible for responding to any future Certificate Application within a 60-day timeframe.

Whereas, Pursuant to Public Act 198 of 1974, as amended, the City Council has the authority to establish Industrial Development District(s) (IDD) within the City of Ann Arbor;
Whereas, the City Council desires to establish an IDD on 3874 Research Park Drive and four adjacent vacant lots;
Whereas, written notices has been given by mail to all owners of real property located within the proposed IDD, and to the public by advertisement in the Washtenaw County Legal News and public posting of a public hearing held on January 3, 2022;
Whereas, on January 3, 2022, a public hearing was held at which all owners of real property in the proposed IDD and all residents and taxpayers of the City of Ann Arbor were afforded opportunity to be heard on the proposed IDD; and
Whereas, City Council finds it to be in the public interest of the City of Ann Arbor to establish the IDD;
RESOLVED, That the City Council of the City of Ann Arbor hereby establishes Industrial Development District 21-001 pursuant to the provisions of Public Act 198 of 1974, as amended, the following described land in the City of Ann Arbor, County of Washtenaw, State of Michigan:
