Memorandum

Attached for your consideration is a resolution to approve the closing of the following streets, anticipating that downtown streets will not yet be closed for outdoor dining, for the Fool Moon special event on Friday, April 1, 2022 from 6:00 AM on Friday, April 1, 2022 to 6:00 AM on Saturday, April 2, 2022.

 

                     Main Street from William to Washington

                     Liberty Street from Ashley to Fourth Avenue

 

The event is being sponsored by WonderFool Productions, who is currently seeking co-sponsors.  As per the attached Covid Safety Plan, the successful event held in 2021 will be mirrored in 2022.  Public art making and installation experiences will be planned for safe participation in town, at home, and on the virtual event platform.  Plans are designed to avoid creating a special event presence attracting large crowds at any central location.

 

This will be the second year the event will also be held at the Kerrytown Market. 

 

The sponsor is requesting that the following streets be closed from Noon to Midnight on Friday, April 1, 2022:

 

                     Main Street from William to Washington

                     Liberty Street from Ashley to Fourth Avenue

 

The sponsor will coordinate the bagging of parking meters with the DDA and Republic Parking.

 

The sponsor agrees to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City regulations governing the use of the streets and will reimburse the City for all event expenses.

 

Notification of the street closings will be provided through the City’s and Festifool/Fool Moon websites, and emails sent through the Main Street Area Association.

 

The event has been coordinated with all relevant City service areas for the purposes of traffic control and for the protection of the health and safety of the participants and the general public.

Whereas, The Fool Moon special event is scheduled for Friday, April 1, 2022 at 6:00 AM to Saturday, April 2, 2022 at 6:00 AM;

 

Whereas, The sponsors are requesting the City approve closing of the following streets from Noon to Midnight on Friday, April 1, 2022:

 

                     Main Street from William to Washington

                     Liberty Street from Ashley to Fourth Avenue

 

Whereas, The street closure will be signed and barricaded and properly supervised by the sponsors;

 

Whereas, The sponsors agree to obtain all necessary permits, to provide evidence of proper liability insurance as required, to comply with all City and state regulations governing the use of the streets, and will reimburse the City for all event expenses; and

 

Whereas, Notification of the street closing will be provided through the City’s website, the Festifool/Fool Moon websites, emails sent through the Main Street Area Association and flyers to be hand delivered to adjacent businesses one week before the event;

 

RESOLVED, That City Council approve closing of the following streets for Fool Moon on Friday, April 1, 2022 at 6:00 AM to Saturday, April 2, 2022 at 6:00 AM:

 

                     Main Street from William to Washington

                     Liberty Street from Ashley to Fourth Avenue
