Resolution to Approve the Appropriation of $30,177.39 from the General Fund Unobligated Fund Balance for the Design and Cost Estimating of an East-West Pathway under the East Medical Center Drive Bridge (8 Votes Required)

Memorandum

On October 18, 2021, City Council approved Resolution R-21-395 for the design of the East Medical Center Drive Bridge project, which included the following Resolved clause:

 

“RESOLVED, That Council directs the City Administrator to negotiate an amendment to the contract with DLZ to design the east-west pathway connection under the East Medical Center Drive bridge and develop a cost estimate for construction, and that the City Administrator be authorized to approve this amendment to the contract”

 

The City’s consultant, DLZ Michigan, Inc., has provided staff with an estimate for the required design work in the amount of $30,177.39. Due to restrictions on the use of the Street, Bridge, and Sidewalk millage funds, which is funding the City’s share of the majority of the project, staff is presenting the attached Resolution to appropriate the funding for the design work from the General Fund Unobligated fund balance.  The east-west proposed pathway design is an unbudgeted expense and falls outside the City right-of-way; therefore, necessitating the appropriation from the General Fund.

 

The path concept to be designed was presented to the Transportation Commission for their feedback as part of the East Medical Center Drive Bridge presentation at their December 2021 meeting, however no formal action was requested of the Commission at that time.

Whereas, Engineering design work is underway for the East Medical Center Drive Bridge Project;

 

Whereas, Resolution R-21-395 included a Resolved clause directing the City Administrator to negotiate an amendment to the contract with DLZ to design the east-west pathway connection under the East Medical Center Drive bridge and develop a cost estimate for construction; and

 

Whereas, The pathway design is an unbudgeted expense and is outside the City right-of-way, funds need to be appropriated from General Fund Unobligated Fund Balance for said design work.

 

RESOLVED, That City Council approve the appropriation of $30,177.39 from the General Fund Unobligated fund balance to be transferred to the East Medical Center Drive Bridge Project; thereby increasing the existing project revenue and expenditure budgets, for purposes of designing and developing a cost estimate for the east-west pathway connection under the East Medical Center Drive bridge; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
