Memorandum

Attached for your review and approval is a resolution to award and enter into a construction contract with Lester Brothers Excavation Inc., in the amount of $281,800.00, for 2022/2023 As-Needed Directional Boring (ITB No. 4700).

 

The project includes directional boring, on an as-needed basis, for installation of conduit. The needs currently outlined are for electrical conduit, necessary for operation of City streetlights, flashing traffic signs, and other electrical equipment operated and maintained by the City’s Signs and Signals Unit.

 

Three (3) bids were received on December 16, 2021. The lowest responsible bid was from Lester Brothers Excavation Inc., in the amount of $281,800.00. A summary of the bids is below.

Budget/Fiscal Impact:  The directional boring provided by this contract will be paid for within approved project budgets and annual operating budgets as appropriate; if so approved by City Council.

 

Staff recommends awarding a construction contract to Lester Brothers Excavation Inc., in the amount of $281,800.00.

 

Lester Brothers Excavation Inc. complies with the requirements of the City's Non-Discrimination and Living Wage ordinances.

Whereas, It is appropriate to connect, via electrical conduit, City-owned streetlights and other assets at various locations throughout the City to provide reliable street lighting and traffic control;

 

Whereas, Bids were received by the Procurement Unit on December 16, 2021 and Lester Brothers Excavation Inc., was the lowest responsible bidder at $281,800.00;

 

Whereas, It is now appropriate to enter into a contract with Lester Brothers Inc., for As-Needed Directional Boring;

 

Whereas, The funding for directional boring is available in approved capital and operational budgets as appropriate; if so approved by City Council; and

 

Whereas, Lester Brothers Excavation Inc., complies with the City’s Non-Discrimination and Living Wage Ordinances;

 

RESOLVED, That City Council approve a construction contract with Lester Brothers Excavation Inc. in the amount of $281,800.00 for 2022/2023 As-Needed Directional Boring (ITB No. 4700);

 

RESOLVED, That a contingency amount of $30,000.00 be established within the project budget and that the City Administrator be authorized to approve change orders to the construction contract with Lester Brother Excavation Inc., not to exceed that amount, in order to satisfactorily complete the project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution including approval of needed Traffic Control Orders, night work authorizations, and other similar administrative approvals to allow the work of the project to proceed without delay.
