Resolution to Appoint Sarah Mason as Representative and Molly Maciejewski as Alternate to the Washtenaw Regional Resource Management Authority (7 Votes Required)
Memo
This appointment provides City representation on the Washtenaw Regional Resource Management Authority (WRRMA), which Council approved joining through resolutions R-21-046 and R-21-256.
Resolution 21-046 approved City membership in the WRRMA. Resolution 21-256 approved amendments to the WRRMA Articles of Incorporation adding the City as a Constituent Member. Subsequently, all necessary steps have been completed to effect the City's membership.
Staff recommends that the Resource Recovery Manager, as the subject matter expert, be appointed to the WRRMA, with the Public Works Manager as an alternate.

Whereas, Per the WRRMA Articles of Incorporation, the City representative and alternate are appointed by the City Council to one year terms and serve until replaced;
Whereas, One of the appointees is not a registered elector of the City of Ann Arbor; and
Whereas, Section 12.2(b) of the City Charter states:
"Residency eligibility requirements for paid appointed officers shall be in
accordance with State law. An unpaid appointive officer to a board or
commission established pursuant to law, this charter, or ordinance shall be
eligible for appointment if he/she is a registered elector of this City, unless this
requirement is waived by a resolution concurred in by not less than seven
members of the Council."
RESOLVED, That City Council waives the requirement of Section 12.2(b) of the City
Charter and makes the following appointments:
