Resolution to Amend the Administrative Plan Regarding Chapter 19 Family Self-Sufficiency Under-Reported Income

Memorandum
The Ann Arbor Housing Commission's Housing Choice Voucher Administrative Plan details its policies and procedures for the management of its Housing Choice Voucher (HCV) Program. The AAHC periodically revises the Plan to reflect changes in HUD regulations and changes in AAHC policies.
The AAHC is proposing a change to the Administrative Plan to add language to Chapter 19 Family Self-Sufficiency that describe the handling of balances owed to the Housing Authority or Section 8 lease and the treatment of unreported income as it is related to FSS Escrow monthly disbursements. Staff recommend adding this language to the Administrative Plan.

PART III: PROGRAM OPERATION
19. III. E. FSS ACCOUNT [24 CFR 984.305]
Reduction of amounts due by FSS family.
If the FSS family has not paid the family contribution towards rent, or other amounts, if any, due under the public housing or section 8-assisted lease, the balance in the family's FSS account shall be reduced by that amount (as reported by the owner to the PHA in the Section 8 FSS program) before prorating the interest income. If the FSS family has fraudulently under-reported income, the amount credited to the FSS account will be based on the income amounts originally reported by the FSS family.

WHEREAS, currently, the Administrative Plan does not describe how to handle debts owed by FSS participants and increases in escrow due to under-reported income.
