Resolution to Approve Amendment No. 3 to the General Services Agreement for Electrical and Instrumentation Support Services with Utilities Instrumentation Service, RFP #19-23, Filter Pipe Gallery Flood Rehabilitation Project ($176,117.87, Contract Total $1,736,117.87)
Memorandum
This memorandum and resolution requests approval of Amendment No. 3 in the amount of $176,117.87 to the General Services Agreement for electrical and instrumentation support services with Utilities Instrumentation Service (UIS). Council approved a General Services Agreement for $120,000.00 with UIS in September 2019 as part of Resolution No. R-19-424 and Amendment No. 1 for $1,280,000.00 in March 2020 as part of Resolution No. R-20-073 to complete the Filter Pipe Gallery Emergency Repairs Project. Council approved Amendment No. 2 for $160,000.00 in October 2020 as part of Resolution R-20-398 to provide additional electrical and instrumentation support services to the Water Treatment Services Unit (WTSU).
The city currently has a services contract with UIS that includes electrical and instrumentation services for the Water Treatment Services Unit (WTSU) to repair, replace, calibrate and troubleshoot instrumentation and valve controls at the city’s water treatment plant, two (2) hydroelectric dams and two (2) recreational dams.
In September 2019, the City of Ann Arbor (City) Water Treatment Plant (WTP) experienced a power outage which caused the failure of a main breaker and flooding a portion of the WTP’s filter pipe gallery. The work was completed as part of Amendment No. 1 and included repair and replacement of 16 of the 26 filters’ control and monitoring equipment that were significantly damaged by the flood. Completion of this work restored automated controls to the filter process which is necessary to meet operational needs and regulatory compliance. Additional work included coating repairs to large sections of filter effluent pipe exhibiting significant deterioration, thus vulnerable to accelerated corrosion and compromising of the pipe’s integrity.
While completing the pipe gallery flood repair and replacement project, the extent of deteriorated protective coating on filter influent piping was highlighted and additional coating repairs were identified to prolong the life of these critical pipes. Amendment No. 3 is to increase funding in order to complete coating repairs to the filter influent piping.
Due to the success of the repair and replacement of work, and UIS’s strong project management during the filter effluent pipe recoating work, the WTP has chosen to complete this additional phase of pipe recoating work. The scope of this final phase of pipe gallery rehabilitation work includes recoating of filter influent pipeline between Filters 11-26. Execution of the project will require well-coordinated construction sequencing, multiple mobilizations, and construction phase administration.
Utilities Instrumentation Service complies with the City’s Conflict of Interest, Living Wage, and Non-Discrimination Ordinances.
Budget/Fiscal Impact: This work will be funded out of the approved Water Supply System Capital Improvement Budget.

Whereas, Significant deterioration to the protective coating on filter influent pipe was identified requiring repairs to avoid accelerated corrosion and compromising of the pipe’s integrity;
Whereas, UIS is best positioned to complete the additional pipe coating work under their existing General Services Agreement as a continuation of the WTP Filter Pipe Gallery Flood repair and replacement project;
Whereas, Funding for this work is available from the approved Water Supply System Capital Improvement Budget; and
Whereas, Utilities Instrumentation Service complies with the City’s Conflict of Interest, Living Wage and Non-Discrimination Ordinances;
RESOLVED, That Council approve Amendment No. 3 to the General Services Agreement for Electrical and Instrumentation Support Services with Utilities Instrumentation Service in the amount of $176,117.87;
RESOLVED, That funds for this project are available without regard to fiscal year;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney;
RESOLVED, That the City makes the following declaration for the purpose of complying with the reimbursement rules of Treas. Reg. 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and
RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution including execution of any authorized renewals and any changes or amendments that do not exceed the contingency amount.
